Job Details

Duties
You will serve as an Information Technology (IT) Specialist in the USCG within CGCYBER. You will be responsible for the planning, analysis, and enhancement of Cyber Protection Team (CPT) information systems security programs, policies, and procedures. Additionally, you will liaison with other USCG organization elements as well as other government on emerging IT security issues.

The primary purpose of this position is to be responsible for the planning, analysis and enhancement of CPT information systems security programs, policies, and procedures as well as ensuring that security policies, procedures, and standards are applied across multiple IT specialties in direct support of USCG Missions as well as the CPT information systems architecture; managing projects that include plan development and schedules, estimating resource requirements, defining milestones and deliverables, and evaluating accomplishments and metrics to comply with applicable laws and regulations.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Developing policies and procedures to ensure CPT information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data; conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs.
  • Developing systems security contingency plans and disaster recovery procedures; developing and implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.
  • Ensuring the confidentiality, integrity, and availability of CPT systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, and procedures.
  • Create, edit, and manage network access control lists for CPT systems.
  • Configure and use cyber defense tools to enable CPT operators monitoring analysis capabilities of target systems to identify malicious activity.
  • Coordinating and providing expert technical support to enterprise-wide cyber defense technicians to resolve cyber defense incidents; and performing initial, forensically sound collection of images and inspect to discern possible mitigation/remediation on enterprise systems.
  • Coordinating and providing expert technical support to CPT operators to resolve cyber defense incidents and other information system issues; and performing initial, forensically sound collection of images and inspect to discern possible mitigation/remediation on enterprise systems.
  • Writing and publishing cyber defense techniques, guidance, and reports on findings to appropriate constituencies; collecting artifacts (e.g., source code, malware, trojans) and using discovered data to enable mitigation of potential cyber defense incidents.
  • Conducting audits of IT programs and projects; and ensuring the application of information security/information assurance policies, principles, and practices in the delivery of planning and management services.
  • Providing on scene leadership to personnel assigned to the CGCYBER division or team.

Qualifications
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Applicants must possess 3 of 4 of the specialized experience listed below:
  • Managing/configuring/troubleshooting Cisco routers and switches for Enterprise networks.
  • Applying IPSEC tunneling; (prefer experience with Site-to-Site VPN Tunneling using IPSEC protocols);
  • Applying network operations and protocols to operate in the cyberspace domain;
  • Using/familiarity with Linux operating systems and command line, scripting languages such as bash and python, and tools such as Splunk, Carbon Black, and Core light.
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Applicants must possess ALL of the specialized experience listed below:
  • Managing/configuring/troubleshooting Cisco routers and switches for Enterprise networks.
  • Applying IPSEC tunneling; (prefer experience with Site-to-Site VPN Tunneling using IPSEC protocols);
  • Applying network operations and protocols to operate in the cyberspace domain;

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.
