Duties
You will:
  • Serve as a Senior National expert in database management, responsible for a wide range of data management activities to include strategic planning, policy and standards development, knowledge management, auditing, and information security management.
  • Provide advice to agency officials on IT Programs and managing databases to deliver web-based dashboards that allow decision makers access to actionable scientific research data about chemicals to meet specific EPA Program Office (PO) or State needs.
  • Lead the design, configuration, implementation and documenting of relational and non-relational data stores in multiple environments from beginning to end, including completing the selection of tools, technologies, and automation processes.
When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

This position is designated as High Risk and requires a background investigation. Qualifications

In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing technical advice related to information technology systems; managing database activities and/or optimization; and presenting presentations and recommendations to management and stakeholders.

To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as providing technical advice related to information technology systems; managing database activities and/or optimization; and coaching, leading, or mentoring others.

Your application package will be used to evaluate your competencies in the following areas:
  • Knowledge of IT theories, principles, concepts, and practices sufficient to advise on IT programs and web development.
  • Knowledge of user centered design, consumer internet technologies, service delivery, and technology management approaches.
  • Skill in applying a wide range of qualitative and/or quantitative methods for the assessment of user needs.
  • Skill in oral communication sufficient to articulate the value of a common user experience for the government's digital services.
  • Skill in written communication.
  • Ability to lead efforts to re-design key business processes to increase efficiency and improve user experience.
  • Ability to lead agency-wide technology and technology policy initiatives from conception through implementation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You must have one of the following:

-bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks;

OR

-IT-related experience demonstrating each of these four competencies:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
