USAJOBS is Hiring a Monitoring and Evaluation Specialist Near Washington, DC

Duties
  • Lead and establish performance measures, collects, analyzes performance and impact information, plan and manage evaluations.
  • Assist the senior leadership in using the performance information for decision-making and resource allocation.
  • Provide technical assistance in general program monitoring and evaluation.
  • Utilize a Web-based management information system and develop indicators for monitoring U.S. African Development Foundation (USADF) performance.
  • Develop and maintain the USADF Performance Management Plan and project-level monitoring and evaluation plans.
  • Support project design, produce annual reports on USADF performance and support USADF to learn from and make decisions based on monitoring and evaluation data.

QualificationsAt the GS-14 level you must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience includes demonstrated experience with leading and managing the technical work related to performance monitoring and conducting evaluability assessment and evaluation synthesis; leading and overseeing the review of project-level Monitoring and Evaluation (M&E) plans and work to ensure the quality and utility of performance monitoring data; leading the creation of the agency Performance Monitoring Plan, including assessing the validity of the information and indicators that contribute to that plan; and utilizing performance information and designing reporting tools.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
