Duties
  • If selected at the GS-11 level, the below responsibilities will be performed in a developmental capacity.
  • Responsible for understanding acquisition systems, functionality, and business capabilities which involve pre-award, post-award, and contract administration management processes.
  • Direct, plan and organize changes in how processes are executed, including system changes or other process improvements. In addition, help resolve complex and unprecedented situations and take measures to resolve critical areas.
  • Responsible for coordinating with Business Process Analysts throughout the procurement environment in their efforts to assist in the collection of procurement process data, provide analysis, and recommendations for improvement.
  • Focal point for gathering suggested improvements for the procurement process. In addition, identify areas for system or process improvement supporting automated procurement system(s)/ paperless contract file end users.
  • Assesses and execute decisions that impact procurement processes/policies/procedures/legislative requirements from DoD and Congress to determine the required action.
  • Responsible for coordinating and responding to major Congressional, GAO, or IG investigations, audits, and/or inspections.
  • Direct, plan, and manage procurement function intersections on cross-process teams to ensure the integrity and accuracy of all procurement input and development.
  • Responsible for review of internal controls covering the Procurement process and the overall supply chain
  • Responsible for system interrogation, maintenance, and analysis of transactions for process specific information.

QualificationsTo qualify for a Procurement Analyst, your resume and supporting documentation must support:
  • Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above.
  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic AT&L Requirement above, to qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector. To qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-11
  • Applying Defense contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of DLA and DoD contracting requirements to analyze and evaluate application of policies, procedures, and techniques.
  • Utilizing a very broad range of contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents and guidelines governing the procurement process, such as the Federal Acquisition Regulation (FAR).
  • Applying a wide range of work methods and processes, data management, operating procedures, and associated administrative operations impacting the procurement process.
  • Applying practices, policies, and procedures of related functional and administrative activities and skill in implementing appropriate interface/coordination of process policies, plans, and programs with these activities.
  • Analyzing and evaluating the application of acquisition processes and procedures and implementing appropriate interface/coordination of process policies, plans, and programs with these activities.
  • Experience with process interrelationships, process performance critical data, and performance metrics, which pertain to the Procurement process.
  • Independently analyzing the effectiveness of the procurement process in meeting its performance targets and to recommend process improvements.
GS-12:
  • Applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the procurement process area and to develop and implement corrective actions for complex procurement process problems.
  • Providing technical assistance to automated procurement system/ paperless contract file end users.
  • Ability to independently analyze the effectiveness of the procurement process in meeting its performance targets and to recommend process improvements. Solve a variety of contracting problems, including those requiring significant departures from previous approaches.
  • Utilizing systems applications that govern automated supply management and data maintenance sufficient to recognize systemic problems, identify the source(s) of discrepancies, and input, manipulate, extract, and maintain automated information using a variety of systems such as MS Access.- Experience with process capability and process evaluation studies to analyze trends and develop recommendations to improve the overall success of the process and satisfy specialized requirements.

GS-11: GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
