DutiesAs a PROGRAM MANAGER you will be responsible for the following duties:
  • Serves as a senior advisor to the Programs & Execution Division Chief providing guidance and oversight in the areas of program and project management.
  • Directs planning, development evolution, implementation, testing and adoption of capability solutions integrated into initiatives and program baselines.
  • Responsible for creating project management charter, project plans and tasks, ensuring consistency with overall OCIO goals and objectives and ensuring appropriate performance parameters are established and tracked.
  • Responsible for developing the hardware and software asset management policy in line with the rest of the asset management policies on all networks.
  • Contracting Officer Representative duties: Develop proper requirements and ensure during contract administration the contractors meet the commitments of their contracts, including the timeliness and delivery of quality goods and services as required by the contract.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG -13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Performs project management functions for IT Asset Management (Hardware & Software) for NIPR, SIPR, JWICS systems for OCIO: Plans, coordinates, facilitates, and manages project management reviews, identifying and resolving process issues, and working in coordination with OCIO leaders on governance, user experience, financial technical, financial, human capital, and other initiatives and/or issues: Experience serving as a project leader on special initiatives that lead to the development and improvement of oversight, support processes, programmatic and acquisition-related efficiencies, and better strategies in the approach of strategic business and acquisition planning : Knowledge of the techniques of program/project assessment, planning, management, monitoring, and evaluation so that baseline assessments and contingency planning are accomplished: Responsible for planning for management of software and hardware requests and procurements, and management of software license maintenance, maintaining software asset management tool, keeping the organization ready for software license audits on all networks, monitoring usage and optimizing software purchases on all networks and managing software asset management team.
Specifically you will be evaluated on the following competencies: Acquisition Strategy-Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events. Planning and Evaluating-Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Program Planning, Review and Evaluation-Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. Funds Management-Ability to manage the funds of a FMWR field-level program. FMWR Programmatic- Comprehensive knowledge of FMWR programs. Stakeholder Management- Concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
EducationSubstitution of education may not be used in lieu of specialized experience for this grade level.
