DutiesAs a Public Affairs Specialist (Digital Communications Specialist), you will:
  • Assist with, support or lead the management of the Development Finance Corporation's external-facing website, ensuring that it is up-to-date, accurate, and engaging.
  • Proactively assist with, support or identify and execute website enhancement projects, independently conducting thorough audits and applying best practices in User Experience (UX)/User Interface (UI).
  • Support or lead collaboration with external vendors, acting as the primary consultant to optimize the website's user interface, performance, and overall functionality.
  • Assist with, oversee or manage the Development Finance Corporation's website media library, including by uploading and posting Public Information Summaries, digital reports and policies, Board Resolutions, and other materials.
  • Support or lead comprehensive analysis of website performance, developing detailed reports that drive strategic decision-making.
  • Support or lead on the production of high-quality marketing products for social media platforms, websites, events, emails, communications campaigns, and related activities that align with the Development Finance Corporation's mission and objectives.
  • Assist with, support or manage email marketing initiatives, including creating content, overseeing subscriber lists, and conducting in-depth analysis of campaign results.
Please Note : This is a Bargaining unit position represented by AFGE, local 1534.
RequirementsConditions of Employment

QualificationsStatus candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
  • One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability in: assisting with website development and maintenance, recommending marketing materials for digital platforms and assisting with the organization's social media content and management.
OR
  • A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;
OR
  • A combination of education and experience as listed above.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
  • One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability in:
performing website development and maintenance, producing marketing materials for digital platforms, and performing social media management.
OR
  • A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;
OR
  • A combination of education and experience as listed above.
You may qualify at the GS-12 level, if you fulfill all the following qualification requirements:
  • One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability in:
leading website management and maintenance, producing high-quality marketing materials, leading the organization's digital media campaigns and social media platforms.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
