DutiesResponsibilitiesAs the Senior Technical Advisor, the incumbent serves as the senior subject matter expert for information technology (IT) and IT policy for DMDC and DHRA solutions. These solutions provide information and services across a $500M annual portfolio that includes 162 Systems supported by 600 applications and 400 data assets, which must be available on a timely basis to meet all DoD and Federal mission requirements. This includes, but is not limited to the following responsibilities:
  • As an advisor to the DMDC Director and DMDC Deputy Director, the Senior Technical Advisor provides expert technical guidance on projects and initiatives. As part of cross divisional teams, the Advisor holds full technical authority over assigned mission operations within the DMDC. The mission encompasses oversight and coordination, planning and directing the design, program testing, implementation and deployment of designated systems across multiple DoD and Federal agencies. The incumbent is responsible for the cost, schedule, and performance of the programs and for directing the matrixed DMDC team dedicated to the purpose of designing, building and testing the solutions. Concurrent with these responsibilities, the incumbent is responsible for ensuring technical roadmaps align with development of Program Objective Memoranda (POM) and for the preparation and submission of Planning, Programming and Budget System (PPBS) requirements to assure full resourcing of all assigned programs and systems/applications.
  • The incumbent interprets the functional requirements from a variety of DoD and Federal agencies and the design of the solutions. This involves the breakdown of the functional process into discrete requirements that can be configured into a.) Individual developmental work products or b.) Commercial off the Shelf (COTS) applications. Directly associated with this work is the determination of the applicability of emerging technology, both developmental by Government organizations, and by the commercial sector.
  • Following the successful development and integration of "gap" solutions, the incumbent and the matrixed team develop and execute a comprehensive System Development Life Cycle (SDLC) plan consisting of a comprehensive end to end evaluation of the complete integrated system.
  • The incumbent is responsible for ensuring the work efforts achieve the outcome specified within the agency's business strategy, including appropriate strategic, life cycle management and capital IT investment plans. Work includes project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management and resource allocations.
  • The incumbent will assist in providing the warfighter with an information environment that transforms data into actionable information rapidly and efficiently. The incumbent will ensure DMDC accelerates the optimization of DoD's IT infrastructure with a focus on cloud adoption and streamlining cybersecurity infrastructure as part of DoD's reform activities.
  • The incumbent develops and oversees detailed technical roadmaps to direct the design, build and test of solutions. Develops management reports and assesses program progress in terms of schedule and projection of costs. Recommends changes and adjustments to program plans and schedules including revised resources levels and execution strategies. Prepares input and justification for program budget and personnel requirements.
  • The incumbent advises the DMDC Director and Deputy Director on technical-debt and develops strategies across the organization to modernize and divest legacy technologies across a variety of DMDC programs (HR, identity management, COTS, GOTS) and technical, cyber, and business operations. The incumbent will be responsible for delivering technical program briefings to major customers, Congressional officials, other stakeholders, auditors, and the media as appropriate. These briefings convey the status of program activities, define issues and result in revised program direction by oversight authorities internal and external to the Agency. The incumbent is responsible for the preparation of correspondence to address program issues and compliance requirements, and for the oversight and management of all forms of DoD and regulatory program status reports as required by policy, regulation, and law.

QualificationsTECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification.
  • Ability to analyze complex IT and business issues and problems, including legal implications, to develop practical recommendations which are supported by senior level management.
  • Skill to communicate with multiple organizations with differing missions and often with differing views of issues. Ability to bring together divergent views for common solutions to complicated problems.
  • Knowledge and demonstrated subject matter expertise in planning and implementation of large complex Information Technology solutions, including technical awareness of industry state-of-the-art/market solutions, emerging technology, cyber-security, cloud adoption, and development of capital IT investment planning.
Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.
The best-qualified candidates will be distinguished from other applicants by an evaluation panel of senior level subject matter experts and executives referencing the technical and executive core qualifications.
EducationSubstitution of education may not be used in lieu of specialized experience for this position.
