USAJOBS is Hiring a Technical Information Specialist Near Washington, DC

DutiesMaintains liaison with individuals inside and outside the Library of Congress to ensure the proper application of established processes and methods.
Communicates by email or telephone with libraries, various governmental agencies, and private institutions to verify references through their holdings. When items appear to be unavailable in the Library of Congress, checks the National Union Catalog, Cyrillic Union Catalog, FirstSearch, WorldCat and other on line databases to provide the customer with an alternate source of the material required.
Obtains, analyzes, and organizes information using standard reference tools and established techniques and practices. Participates in formulating plans for changes and improvements in approaches to the work. Prepares reports and other documents related to information and research efforts.
The incumbent conducts independent bibliographic searches, preparing statements of verification and compliance with Copyright laws and referring questionable items to the supervisor. Personally procures material that is distinct and is responsible for its prompt return to the curatorial division.
Determines suitable type of reproduction: for example, digital images, microfilm, photographic prints, etc., and provides cost estimates by using established price lists. Determines type of reproduction suitable based upon knowledge of capabilities and limitations of each type reproduction and laboratory equipment as balanced against the need of the customer.
Resolves the most difficult special search requests that require an expert knowledge in several areas including bibliographic procedures, knowledge of several languages, and a specialized expertise in a field. Serves as an expert in the intricacies of the Library's many catalogs and retrieval tools. Locates and expedites the retrieval of elusive and difficult to locate materials.
Receives requests with difficult bibliographic problems, or that may involve highly specialized and scholarly research demands. Determines the extent of a search.
Establishes liaisons in various areas of processing in order to assist in successful resolution of collections related problems. Works closely with staff to improve the search and retrieval processes.
Provides reference services where needs are relatively easy to determine from client interviews in person or over the telephone, or from written requests, and the bibliographic source materials are of limited technical complexity and are readily-accessible, i.e., found within the library's collection or can be located within a database by use of standard search procedures. Responds orally or in writing to inquiries related to assigned field of responsibility.

QualificationsApplicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to use an integrated library system and equipment.** Ability to interact collaboratively with others exercising judgment and discretion in order to provide reference and liaison services.** Ability to provide reference and research services.**Ability to plan, organize, and execute work.**Ability to communicate in writing. Ability to interpret and apply a variety of guidelines and/or regulations.Ability To Communicate Effectively Other Than In Writing.Education Education (for GS-5 positions): A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.
or Experience (for GS-5 positions): Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

Additional Requirements for Positions at GS-09 : In addition to meeting the basic requirements, applicants for positions at grades GS-9 and above must have the amounts of education and/or experience required for the grade level as shown in the following table.
GS-09 - 2 full years of progressively higher-level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position and or 1 year equivalent to at least GS-7.

Failure to submit a foreign education evaluation report will result in disqualification of your application.Additional InformationAlthough it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
