- You will provide the Innovation team with the expert analysis required to perform task planning, coordination and execution across Naval Surface Warfare Center Dahlgren Division (NSWCDD) line organizations.
- You will perform the required expert analyses to ensure the technical roles and responsibilities are resourced and products are delivered to meet sponsor expectations for performance, cost, and schedule.
- You will define project objectives and negotiate Task Planning Sheets (TPS).
- You will be responsible for proposals, statements of work, and TPS reports to support yearly Program Objective Memorandum and product improvement data calls.
- You will provide the required expert analyses to perform project monitoring and control.
- You will be responsible for budget execution, including the development and review of task statements and spend plans, implementation of approved execution plans, and monitor the execution of assigned funding.
- You will communicate directly with the Business Operations team including financial managers and CORs, line management for resources, and the technical team in order to obtain resources and execute work approved within the project.
- You will interface directly with the program office to resolve technical, financial, and business process issues.
- You will develop, manage, and update key project documentation including but not limited to Plan of Action and Milestones, Work Breakdown Structures, and Integrated Master Schedules, resourcing, and presentations.
- You will work with management to support key strategic planning initiatives and thrusts.
- You will provide the analyses required to identify and initiate opportunities for process improvement and problem resolution.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

EducationApplicants Must Meet At Least One Of The Following Positive Education Qualifications Requirements Of The Office Of Personnel Management (OPM) Qualifications Standards Manual: Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. At least 3 of these 24 semester hours must have been in calculus; OR 1520-Mathematics Series: A degree in mathematics; or a combination of education and experience - courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), plus appropriate experience or additional education. The total coursework described above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite; OR 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.
