OVERVIEW

This HR Sourcing Specialist will be responsible for creating and leading program specific recruiting initiatives. The Specialist will partner with program/project managers and operational leaders to match talent with current and future employment opportunities to ensure USCRI achieves its hiring requirements in support of our contracts and/or grants portfolio. The Specialist will identify and coordinate all sourcing activities and will work closely with HR, hiring managers, and staffing agencies to recruit for resources in alignment with the specific contract and/or grant. This new role will help infuse USCRI’s culture with aspects necessary to ensure successful recruitment, placement, talent retention, and succession planning. While the Lead HR Specialist reports to the Director of Human Resources - he/she will be matrixed to the respective Program/Project Directors (i.e. hiring manager) for which the recruitment efforts are geared.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develops, implements, and maintains an effective sourcing strategy for contract management operations during both the pre-award and post-award phases.
  • Partners with HR teams to participate in recruitment and employment events to boost applicant flow across all business units.
  • Seeks out new and creative ideas to proactively attract candidates and build talent networks and pipelines. This may include social and professional networking sites, resume mining, outreach efforts, career fairs, website postings, special recruiting events and other advertisements as needed.
  • Functions as the recruiter, screens the applicants and collaborates extensively with the hiring manager in the acquisition of company employees.
  • Screens, selects, and schedules candidates for interview (in complete alignment with the hiring manager). Makes recommendations to extend employment offers to candidates. Strives to meet diversity hiring and affirmative action goals throughout the resource acquisition process.
  • Partners with fellow USCRI HR professionals to develop talent pools and shares results obtained in the recruiting process across other channels of the organization, as applicable.
  • Utilizes applicant tracking system to create and maintain requisition information, job posting and outreach details and documents talent flow and candidate dispositions.
  • Knowledge and experience using various sourcing channels such as ZipRecruiter, CareerBuilder, Indeed.com, etc.
  • Promotes USCRI employer branding with an authenticity that promotes a personal connection.

Qualifications

  • Bachelor’s degree (B.A.) in Human Resources, Business Administration, Marketing, or related discipline from a regionally accredited college or university and 5 years of related experience in human resources or related field, required.
  • Knowledge of Federal, State and corporate employment regulations and policies (EEO, Wage and Hour, etc.), required.
  • Experience supporting large scale talent acquisition, sourcing tools, and electronic applicant tracking and workflow systems.
  • Knowledge of Equal Employment Opportunity (EEO) and Affirmative Action (AA) programs, policies, and procedures.
  • Proficient in Microsoft Office Suite: Word, PowerPoint and Excel.
  • Must possess a high level of professionalism and discretion to deal with a variety of inquiries from candidates and employees.
  • Ability to collaborate and effectively communicate with individuals at all levels of the organization, including hiring managers/candidates in remote locations.
  • Highly motivated and self-directed individual.
  • Ability to work in a team environment as well as independently.
  • Strong attention to detail and accuracy.
  • Strong verbal and written communication skills.
  • Ability to work well with others in fast paced, dynamic environment.
  • Ability to be respectful, approachable and team oriented while building strong working relationships and a positive work environment.
