US Committee for Refugee and Immigrants (USCRI) Rayo de Luz program is dedicated to providing unaccompanied minors who are pregnant or parenting, ages 0-18, with a supportive, nurturing environment in a residential shelter, daily education Monday - Friday, and supportive wrap-around services in Sacramento, CA. Our program is rooted in ensuring that service delivery is trauma-informed, culturally appropriate, and tailored to the needs of each child while maintaining all program requirements of ORR.

OVERVIEW

The Lead Clinician supervises Clinicians within the program to ensure that the optimal emotional well-being of each minor is identified and that the minors receive the appropriate mental health interventions. The Lead Clinician provides appropriate support to the clinical team to ensure that staff provide the youth with social development experiences. The Lead Clinician reports to Program Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervise Clinicians to ensure the emotional well-being of each youth is identified and that the youths received the appropriate mental health intervention;
  • Provide support to the Clinical team to ensure that staff provide youths with social development experience;
  • Maintain a small caseload of high risk cases;
  • Conduct mental health and risk assessments for all youth in the program and identify and treat youth with mental health symptoms and provide crisis intervention according to establish policy and standards;
  • Conduct and/or coordinate intake, admission, and diagnostic assessments with youth, and document results according to program standards and policy;
  • Provide ongoing individual and group counseling and develop individual service plans and 30 days reviews and updates;
  • Provide clinical input in order to ensure that each youth receives the most appropriate care and participate in weekly meetings to formulate mental health treatment plans;
  • Develop procedures to address the provision of on-site assessment and mental health services and collaborate with community-based service providers, and respond to youths’ emergency mental health needs;
  • Communicate appropriate information to other departments and ensure that up to date information is received and/or information of policy changes or practice are adhered to in a timely and effective manner;
  • Present a clear and clinically well formulated view of youth at case conferences which will assist in decision-making regarding treatment and permanency for the youth;
  • Handle with behavioral incidents as needed and to ensure that each youth’s immediate and on-going mental health needs are being met;
  • Utilize clinical skills in daily interactions with youth on an individual, family or group setting and through team meetings guide and monitor the quality of services provided to youth during their stay;
  • Review clinicians’ clinical documentation regularly to ensure quality clinical services is provided;
  • Work in collaboration with the, Program Director, Assistant Program Director and Lead Case Manager to ensure therapeutic setting, which addresses each child’s clinical needs and goals;
  • Regular review of Clinicians clinical documentation to ensure clinical services is provided;
  • Adhere to all agency and program safety procedures including reporting and unsafe practices, equipment and environment, and takes active role in correcting the unsafe practice, equipment or environment through proper notification including proper supervision of youths at all times; and
  • Other job-related duties as assigned by supervisor(s).

REQUIREMENTS

  • Master's degree in Social Work (MSW) and 2 years of postgraduate direct service delivery experience OR Master’s degree or Ph.D. in psychology, sociology, counseling, or other relevant behavioral science in which clinical training and experience is a program requirement PLUS 2 years of post-graduate direct service delivery experience
  • Must have at least 1 year of supervisory experience;
  • License to provide clinical services in the state of California is required;
  • Ability to demonstrate knowledge and ability to utilize advanced clinical and administrative skills and responsibilities;
  • Knowledge about family interactions, reunification, and well-being and permanency principles is desired;
  • Must pass a criminal background, child abuse and neglect registry clearance and other screening requirements including health assessment, Tuberculosis test and drugs test;
  • Valid state issued driver’s license and auto insurance is required;
  • Possess or be able to obtain CPR and basic first aid certification;
  • Written and verbal fluency in English and Spanish is required;
  • Proficiency in Microsoft Office required;
  • Exceptional time management and attention to detail;
  • Flexibility and willingness to work irregular and long hours including evenings and weekends as the position requires on call rotation with staff;
