USDA, Rural Development is Hiring an ACQUISITION PROGRAM MANAGER Near St Louis, MO

SummaryThis position is located under the Business Center-Operations Office, Servicing and Asset Management Office (SAMO), Asset and Business Operations Directorate, Default Division.
The incumbent reports directly to the Division Director and is responsible for overall planning and oversight of SAMO's multiple multi-year support contracts that range from one million to five hundred million dollars.

Duties
  • Reports directly to the Division Director. Requires holding and maintaining a Federal Acquisition Certificate for Program and Project Managers (FAC-P/PM) Level III certification.
  • Collaborates and communicates with other members of the acquisition team and other stakeholders within the organization. Responsible for the project management of contract acquisitions.
  • Prepares complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensuring plans are consistent with organizational goals, schedules, and policies.
  • Ensures additional funds are requested and de-obligation of funds are performed when the contractor's performance varies significantly from the original estimate. Oversee contract alteration, negotiation, and termination.
  • Develops and maintains partnerships and networks with the federal community and industry experts to establish new business opportunities. Coordinates work efforts between customer technical functions and contracting offices.
Requirements Conditions of Employment

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade~ Current and former federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled.
GS-14~ Applicants must possess one (1) year of specialized experience equivalent to at least the GS-13 grade level; or its non-Federal equivalent that demonstrates.
Specialized experience is defined as managing program contracts and activities related to procurement and fulfillment of contracts; planning and oversight of multiple, multi-year contracts; maintaining funds status to prevent over-obligation on contracts and orders; reviewing procurement documents for accuracy, adequacy and completeness; providing technical advice and guidance to management; interpreting laws, policies, regulations and processes affecting contracting and procurement.
There is no substitution of education for experience at the GS-14 level.This position requires holding and maintaining a Federal Acquisition Certificate for Program and Project Managers (FAC-P/PM) Level III certification.
