Duties
- Analyze and evaluate on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives.
- Determine program trends and weaknesses and, as appropriate, advises the Assistant Administrator and Deputy Assistant Administrator of necessary corrective action as needed to improve operating effectiveness.
- Communicate with staff across Rural Development, and follow up as necessary to ensure tasks are completed on time.
- Develop briefing materials and project management plans, and assist with the review, processing and awarding loans and grants for projects requesting funding across Rural Utilities Service Telecom Programs.
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.

Time in grade~ Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience~ For the GS-09 level~ Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-07); or its non-Federal equivalent that demonstrates~ experience planning, organizing, and developing briefing materials; assisting in evaluating program operations in meeting established goals and objectives; providing input on program strategies and action plan recommendations; utilizing automated systems to create reports; assisting in reviews of the processing and awarding of loan and grant projects requesting funding OR master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Equivalent combination of experience and education are qualifying at this grade level.
