Duties
  • Participate in the development of broad policies and procedures, and coordinate, in the interest of loan security.
  • Advise borrowers on a range of borrower activities; system development; acquisition of properties/facilities; management principles/practices; loan requirements/ processing; and design, construction, technical operation and maintenance of systems.
  • Conduct studies concerning broad and complex aspects of program operations involving matters relating to loan feasibility, design, and construction of borrower systems and management, loan recommendations, and policy development.
  • Plan and assign work, develop performance standards and evaluate work of subordinates, give advice on both work and administrative matters, effect minor disciplinary measures, identify and arrange training needs of employees.
Requirements Conditions of Employment

  • Successful completion of one year probationary period, unless previously served.

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade~ Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience~For GS-15 Grade Level~ Applicants must possess one (1) year of specialized experience equivalent to at least the GS-14 grade level; or its non-Federal equivalent that demonstrates~ Ability to provide leadership and oversight in the planning, development, implementation, and evaluation of a nationwide program to ensure that comprehensive and sound management is provided and that maximum program benefits are derived; ability to develop and implement plans for new initiatives; leadership and supervisory experience, including experience collaborating with senior managers and staff to ensure consistency and quality of policies, practices, and service levels for financial assistance programs, engineering, and environmental requirements; oral presentation skills and experience communicating with senior level management, congressional offices, industry professionals, and general public on a variety of commercial lending topics.
