Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).
For the GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no education substitution for the GS-13 grade level.Additional information

- experience processing and servicing a full range of commercial and/or complex realty loans;
- servicing a loan portfolio of a bank or other loan association beyond consumer loans; or
- similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs.
- Experience must demonstrate use of judgment in providing financial management guidance to borrowers;
- ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and
- demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
