QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).
For the GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates:
  • experience processing and servicing a full range of commercial and/or complex realty loans;
  • servicing a loan portfolio of a bank or other loan association beyond consumer loans; or
  • similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs.
  • Experience must demonstrate use of judgment in providing financial management guidance to borrowers;
  • ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and
  • demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
