QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement 06/21/2024 including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-13 level: One year of specialized experience which includes developing and implementing payment eligibility, payment limitation and Agricultural Risk Coverage/Price Loss Coverage (ARC/PLC) maintenance policies, program plans, procedures and/or software requirements; providing expert and authoritative verbal farm program policy and procedural interpretations to field offices and other Agencies; interpreting laws and regulations governing farm programs to serve as an adviser on the application of national policies and objectives at the State and/or county level; provide oversight and direction of farm program operations; and deliver farm program services and benefits to customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
