  • Physical Demands: Field work requires physical exertion such as long periods of standing, traversing steep slopes and rough construction sites, wading in streams and water bodies, crossing fences and gates.
  • Physical Demands continued: Recurring bending and stooping, jumping across shallow ditches, walking in soft, muddy, and slippery conditions. Lifting and carrying equipment and samples that weigh up to 50 pounds.
  • Work Environment: During field work, the employee is frequently exposed to adverse weather conditions. Protective gear and clothing such as a hard hat, boots, and gloves may be necessary during field visits and in the area of moving machinery.
  • Exposure to noise levels common to construction sites with large earthmoving equipment can be expected. There will be exposure to disease carrying insects and irritating plants. Field work is performed on a regular and recurring basis.
QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level.(Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See additional information.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-9Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-08 grade level in the Federal service, performing the following duties:
  • Performing drafting and other graphical work on computer-aided drafting and design software (CADD) systems;
  • Designing engineering projects to adequately construct design packages;
  • Providing technical assistance to engineers for required or recommended installation of conservation practices, such as ponds, waterways, irrigation systems, and grass-based rotations;
  • Assisting with engineering surveys using global positioning system (GPS) technologies; and
  • Assisting with technical training for CADD users.

OREducation: Must have two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a field of engineering or other directly related field of study that provides the knowledge, skills, and abilities necessary to do the work.(Must submit transcripts.)
ORCombination: Must possess a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education beyond the first year (18 semester hours) may be used when combining education and experience for this grade. (Must submit transcripts.)
GS-10Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:
  • Performing computer-aided drafting and design software (CADD) work, including topographic maps, geologic investigation sheets, flood plain maps, snow surveys, and/or related graphs and charts;
  • Reviewing engineering designs and plans for accuracy;
  • Making recommendations to engineers for required or recommended changes to survey data;
  • Performing engineering surveys using global positioning system (GPS) technologies; and
  • Providing technical training for CADD users.

OREducation: Must possess a Ph.D. or equivalent doctoral degree, or 3 full years of graduate education in engineering or other directly related field. (Must submit transcripts.)
ORCombination: Must possess a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (36 semester hours) may be used when combining education and experience for this grade. (Must submit transcripts.)

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the below categories to be eligible.
  • A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).
