QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in analyzing and evaluating programmatic aspects of organization administrative and program management, such as, but not limited to: finance, human resources, policy, IT, procurement etc.; develops long-range administrative and program plans, objectives and milestones; interprets trends in the application of policies, resources and economic principles and their impact on the management of programs; evaluates methods for the assessment and improvement of programs and administrative operations; analyzes and recommends viable solutions to controversial/complex problems; experience in project implementation, activities and outputs as required; experience developing and applying technologies including Microsoft SharePoint, Power Apps and Power BI to generate new ideas, provide efficiencies and solve problems. There is no substitution of education for experience at the GS-13 grade.For the GS- 12 level: Applicants must possess one ( 1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in analysis of program procedures to evaluate effectiveness and recommend corrective action and/or improvement. Draft new regulations and procedures to meet legislative and administrative changes in the programs. Coordinates with various programs staff in developing automated systems, regulations and procedures which affect programs and implementing those systems. Design and conduct studies in support of policy and procedural recommendation and/or changes related to annual goals and long-range plans. There is no substitution of education for experience at the GS-12 grade.NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0343 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
