QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
For GS-11 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates experience analyzing large amounts of information to identify problems and providing solutions based on considerable research. Experience conducting analysis of historical trends to determine efficiencies and/or weaknesses. OR Ph.D. OR equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
For GS-12 Grade Level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrates experience in analysis of program procedures to evaluate effectiveness and recommend corrective action and/or improvement. Experience identifying and assembling a wide variety of quantitative and qualitative source information relating to the full range of program and/or administrative functions to determine its effectiveness. Experience drafting new regulations and/or procedures to meet legislative and/or administrative changes in programs. There is no substitution of education for experience at the GS-12 level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
