QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement 05/31/2024 including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS- 14 level - Specialized Experience: One year of specialized experience which includes experience developing, reviewing, administering and coordinating agricultural programs which demonstrated a comprehensive knowledge of the laws and regulations governing farm programs and application of national policies and objectives; broad and comprehensive knowledge of farming practices and customs in the United States, and of the economic needs of beginning farmers and ranchers; extensive knowledge of current State and Federal agricultural trends; and ability to establish and maintain effective relationships with representatives of public and private organizations, farmers' associations, and others to interpret statutes, regulations, programs, and policies affecting beginning farmers and ranchers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
