Utilities Commission, City of New Smyrna Beach is Hiring a Supervisor, Substation & Relay Near Smyrna, FL

This position is responsible for supervising all substation operations and grounds, with responsibility over total divisional operations involving the planning, direction, and coordination of all work activities for all employees, substation operations, maintenance, and construction. The incumbent is responsible for the efficient operation of these areas, and the coordination of activities with other departments, governmental agencies, and the public.

Essential Duties and Responsibilities

Include the following and other duties as assigned:

  • Exercises general supervision over the Electric Substation and Relay Division. Makes recommendations to and confers with the Director of Electric Operations regarding division activities, general policies and goals.
  • Schedules and supervises personnel; conducts fair and honest performance appraisals, identifies and manages employee development needs, coaches and assists employees with job-related concerns, and establishes and maintains a positive, safe, and productive working environment.
  • Assists with department operating and capital expenditure budgets submitted for approval, and operates department within the approved budgets.
  • Plans, develops, and supervises all scheduling and maintenance for work activities involved in substation operations, including technical support and work site visits. Assists in cost estimates for proposed maintenance or repair jobs.
  • Maintains labor and material records.
  • Conducts continued studies and reviews on-the-job methods, construction standards, and equipment utilization in an effort to improve efficiency and service.
  • Confers with operating supervisors, engineering personnel, and consultants on new facilities, operating problems, and technical questions that may arise.
  • Creates and develops policies/procedures and prepares technical reports for continued system improvement and quality control.

Possesses and applies advanced knowledge and understanding of the practices, procedures and methods used in all phases of electric transmission and distribution, power line construction, operation, and maintenance; considerable knowledge of electric theory; considerable knowledge of modern business and management principles. Familiar with associated safety programs (lockout/tag out, confined space, hazmat, safe trenching, MOT, DOT, etc.). Possesses a thorough understanding of the budget process, to include O&M and CIP, as well as the purchasing rules and properly accounting for labor and all other expenses.

Language Skills

Ability to read, analyze, and interpret documents, such as general business periodicals, professional journals, technical procedures, and/or governmental regulations; ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups of managers, customers, contractors/vendors, and employees of NSBU.

Mathematical Skills

Ability to calculate figures and amounts, such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume; ability to apply concepts of basic algebra and geometry.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to foresee needs for upgrades and expansion based on regulatory actions and growth trends.

Physical Demands

While performing the duties of this position, the employee is regularly required to sit. The employee is occasionally required to stand; walk; climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. The employee is regularly exposed to wet and/or humid conditions; moving mechanic parts; high, precarious places, fumes or airborne particles; and outside weather conditions, including extreme cold, heat, and risk of electrical shock.

Education and Experience

This position requires the following education and experience:

High School Diploma/GED required. Bachelor’s Degree in Engineering, or a related field preferred. A minimum of five years of experience in substation and relay maintenance required. A minimum of five years of experience in supervisory work required.

Certifications, Licenses, Registrations

This position requires the following certifications, licenses, and/or registrations:

None.

Other Qualifications

Florida Driver's License Class E required. Ability to work flexible hours, as required. Employee is subject to call-outs at all hours of the day and night, on weekends, and holidays, and is expected to report to work when called. Employee must respond to 350 Slaton Street within forty minutes of receiving a call. Employee must maintain a working phone number.
