Title: Program Specialist Reports to: Director of Adult & Recreation ServicesWork Year/Day: 12 month, 8 hours per day, unpaid 30-minute Lunch
FLSA Status: Non-ExemptMinimum Qualifications
  • A master’s degree or above from an accredited college or university and 1 year work experience working directly with persons with an intellectual disability and/or autism.
  • A bachelor’s degree from an accredited college or university and 2 years work experience working directly with persons an intellectual disability and/or autism.
  • An associate’s degree or 60 credit hours from an accredited college or university and 4 years work experience working directly with persons with an intellectual disability and/or autism.
  • Two years’ experience in a special education and/or social work setting directly supporting adolescents and/or adults with special needs. Job Coach experience is preferred.
  • Exceptional problem-solving, communication, and organizational skills.
  • Ability and willingness to travel; and work flexible schedules including evenings and weekends.
  • Current, valid driver’s license and insurance.
  • Ability to establish and maintain cooperative and effective working relationships with all stakeholders in a community-based service (employment specialists, participants, families, funders, referral sources, business partners, and others).
  • Ability to use computers and current software applications at a proficient level.
  • Knowledge of correct English usage, grammar, spelling, punctuation, and vocabulary.
General Duties And ResponsibilitiesThe Program Specialist will review all documentation relating to service delivery as defined in the Chapter 6100 regulations. The Program Specialist will complete all documentation relating to claims, and all progress made to achieve the desired outcome of the service that is being provided at a minimum of every three months. The start of three months begins the date the initial claim for service was filed.
Specific Duties And Responsibilities
  • Document and submit all ID Waiver and AAW Waiver participant’s progress through observation of service delivery and discussion with the individual or the person designated by the individual as appropriate.
  • Documentation must include information outlined in the 6100 Regulations located on the Office of Developmental Program’s website.
  • This position will work closely with the Director of Adult and Recreation Services to ensure quality services throughout Customized Workforce Solutions.
  • Assist in the onboarding of new Employment Specialists as outlined by the Director’s onboarding protocols.
  • Oversee the Employment Specialist’s work submissions through on-site observations at various worksites which include assessing interactions with participants and employers, making recommendations for participant advancement and/or fading of supports and assisting in developing the Employment Specialists evaluation and goals. Provide constructive feedback to the Employment Specialist.
  • Meet with participants according to established contact guidelines, a minimum of once every three months, to identify strengths, weaknesses, job progress, appropriate employment, and provide guidance in obtaining and maintaining meaningful employment.
  • Work with employers and the Employment Specialists to develop appropriate strategies, training plans, and fading schedules to assist the client in meeting job expectations. Responsible for documenting progress on fading plans, which are written by Employment Specialists.
  • Develop staff substitute plans for all assigned participants when an Employment Specialist is not available to work.
  • Maintain up to date information in Setworks including all participant files, schedules, employers etc.
  • Maintain a monthly participant database with participants, name, contact information, employer information, contact information to submit to the Development Department.
  • Complete all required intake forms to determine service and funding eligibility.
  • Track participant's work schedule on a continuous basis. Assign daily coverage/job finding responsibilities as needed.
  • Maintain appropriate records, logs, case notes, and expense reports for all participants on caseload ensuring all documents are accurate and submitted on time.
  • Oversee the submission and accuracy of the Service notes submitted by the Employment Specialist.
  • Ensure all participant files contain all relevant information and are updated as needed; i.e. updated ISP, rights, releases, etc.
  • Maintain frequent contact with all participants, their families, and other team members. Attend ISP meetings and other meetings on behalf of the participant as needed.
  • Will provide job coaching services to assigned caseload in the absence of an Employment Specialist
  • Establish relationships within the community to develop new employment and/or volunteer opportunities for participants. Analyze and develop support strategies to be used with the client to perform their job tasks.
  • Demonstrate competency in each of the VFES core values: Communication and Listening, Critical Thinking and Problem Solving, Ethics, Professionalism, and Teamwork.
  • Comply with all organizational policies and procedures including those stated in the VFES Policies & Procedures manual and additional verbal and written communications provided to staff members.
  • Maintain a professional, confidential and ethical relationship with employers, participants, colleagues, administrators, and others at all times.
  • Successfully complete required trainings including Association of Community Rehabilitation Educators (ACRE) certification; and actively participate in in-service activities and meetings as required.
  • Maintain a Certified Investigator certification through ODP.
  • Remain educationally informed through participation in continuing education, workshops, and/or seminars related to the delivery and funding of employment services for adults with special needs.
  • Perform related duties, special assignments and projects as assigned.
