HERE'S WHAT YOU’LL DO:

The Client Medicaid Agency (AMA) is preparing for a major transition from a monolithic Medicaid Management Information System with 14 different business functions to a modernized, interoperable, modular set of Medicaid enterprise systems (MES). The effort to achieve this is called the Client MES Modernization Program, or “AMMP”. This multi-year AMMP will procure systems planning services, enterprise architecture services, testing center of excellence services, systems integration, and each system module from multiple vendors. AMMP is following a structured methodology that complies with the Center for Medicare and Medicaid Services (CMS) standards and requirements such as the Medicaid Information Technology Architecture (MITA) and Streamlined Modular Certification (SMC). Vendor deliverables must be analyzed to ensure compliance with these standards and requirements as well as other vendor contracts. • To support this effort, the AMA is seeking an experienced Technology Research Analyst to advise on technical requirements for IT solutions and services contracts; review vendor technical proposals and contractor plans, specifications, and reports for IT solutions and services contracts; assess technical problems during IT solutions and services contracts implementation, test, deployment and operations; and make recommendations on decisions to ensure AMMP success. The Analyst will act as a trusted partner alongside vendors and AMA managers to ensure project direction, goals and initiatives achieve desired results. He or she will work with vendors to define system requirements that ensure compatibility with the MES technical reference architecture and compliance with federal and state standards, including ongoing changes.

Skills Required.

• Ability to research and track industry trends and maintain knowledge of new technologies and processes, and research applicable Federal government technical policies or guidance affecting AMMP in order to advise AMMP team members and governance bodies. • Provide in-depth analysis and critical thinking when reviewing contractor technical design documentation to identify problems, potential gaps, or risks, and make recommendations that will influence positive decisions while ensuring compliance with contract requirements and standards. • Use technical expertise and the results of research to make recommendations to management in support of key decisions, establishing priorities, evaluating trade-off decisions, best practices and risks as related to the AMMP technologies and solutions. • Ability to analyze and monitor the integration of multiple systems from multiple vendors by validating assumptions, developing key insights and preparing periodic and ad-hoc reports, metrics and presentations for review by senior managers. • Work closely with people in the AMA support organizations that are responsible for critical areas such as security, data governance, privacy, and project management to ensure technical solutions comply with agency and federal standards. • Have the skills to participate in and contribute to planning, design, and testing events of the Client Medicaid Enterprise System (MES) in order to develop and maintain a thorough understanding of the vendor solutions to be implemented.

Experience Required

• 8 – 10 years total of practical technical experience in one or more of the following, AND the ability to research and obtain working knowledge of all the following: o software or application development o database design and administration o integration and administration of large scale computer hardware systems o datacenter or cloud operations o network design and operations o telecommunications circuits installation and operations o IT Service Management • 3 – 5 years of experience with large multi-vendor projects or teams • 3 – 5 years of experience working with senior management and key stakeholders • Excellent written and verbal communication skills to relate technical concepts to non-technical audiences • Extensive knowledge of and experience using Microsoft 365 products • Ability to deal with a dynamic environment and change. • Ability to work with virtual / in-person teams, and work under pressure / to a deadline.

Experience Preferred

• Experience on a Medicaid or Major Health Care Payer Project • Experience providing technical support on an integration project similar in size and scope to AMMP • Effective analytic/diagnostic skills and strong critical thinking skills. • Knowledge of and experience using ServiceNow • Knowledge and experience with Azure

Education Required

• Bachelor’s degree in computer science, information systems or similar field
