Position Purpose: 

The Program Manager - DB&T acts as a coordinator of a collection of Operational Technology (OT) and Cyber-Physical Systems (CPS) projects through efficient management of deadlines, resources, quality, budget, communication, and reporting. He/she supervises and organizes activities and ensures that the various projects and the overall program goals are aligned with the company’s objectives. He/she works closely with cross-functional teams, stakeholders, and senior leadership to ensure projects are being completed within budget and on-time.

Primary Duties/Responsibilities:

  • Build & share global vision on a collection of OT and CPS projects as “packages”/”services”.
  • Coordinate people & projects to perform various activities. Maintain alignment to goal and strategic vision. Maintain consistency between projects.
  • Ensure projects included in the program benefit from each other, while using retrospective, capitalization, industrialization & harmonization where possible.
  • Guarantee the implementation of the chosen solution, in accordance with these expressed needs, and under the conditions of deadlines, cost, quality and performance planned. Manage change needs related to the project and overall program.
  • Set up the program organization and the resources (human, technical and financial) necessary to bring a successful conclusion to the program. Manage teams within the program & collaborate with stakeholders.
  • Define the content of each step of the projects in accordance with the differents stakeholder in order to be aligned with Business needs.
  • Develop and manage schedules & phases for the scoping, design and build of the program and associated milestones. Organize governance to monitor progress against the baseline, take decisions & escalate when needed. Refine schedules and manage action plans when required. Follow up with appropriate action plans.
  • Organize & manage communication & change management. Develop, consult on and communicate a stakeholder management and communications plan, and provide clear, timely and relevant information in accordance with the plan using appropriate methods and media.
  • Manage documentation/knowledge & training when relevant.
  • Implement Agile methodology when relevant.
  • Ensure the program is aligned with the strategic and business orientations & needs.
  • Ensure technical standards and requirements are followed.
  • Implement & manage governance in order to: Conduct program reviews, feasibility assessments, cost benefit analysis, prioritization, risk management, execution and closure for all tasks.
  • Manage service definition & implementation, processes related to the program.
  • Participate in, or manage, the contractual relationship with vendors used on OT and CPS projects.
  • Monitor, review and manage the performance of suppliers in terms of the quality, timeliness and reliability of services against agreed contractual obligations.
  • In collaboration with the VP, OT and CPS, define & manage KPIs and success criteria.
  • Contribute to the development of a program budget by obtaining estimates for the costs of activities. Regularly review the costs and forecasts against the budget and take actions when relevant.
  • Review proposed changes to the program as required and determine the high level impact, and assess all options relating to the proposed changes, estimate their impact and make recommendations to the stakeholders on whether to approve, reject or defer the changes.

Qualifications

Education/Experience/Background:

  • Bachelor’s degree in Business Administration, Computer Science or Information Technology required.
  • Desired to have at least 5 years of experience in project management with an increasing level of responsibility and leadership throughout.

Knowledge/Skills/Abilities:

  • Management: Ability to establish the best possible balance between workload, deadlines and costs while respecting user expectations.
  • Agile methodology: Knowledge in developing MVPs (Minimum Viable Products), integrating functionalities through an iterative process based on customer’s insights and testing throughout the project lifecycle.
  • Planning: Skilled in identifying and scheduling tasks in a project, estimating their loads and determining the profiles necessary to achieve them
  • Technology: Ability to understand digital technologies and to work with technical architects and enterprise architects to build sustainable solutions.
  • Communication: Ability to transmit information and share messages wisely in a clear and understandable way (team and manager).
  • Transversality: Ability to work with several teams without hierarchical link.
  • Decision-making: Ability to decide and take a stand by choosing a solution.
  • Organizational change management: Identify potential barriers to change and develop plans to overcome resistance and ensure smooth transition and user acceptance of the solutions we build together with the business.

Required Certification/Licenses/Training:

  • Agile Project Management, Design Thinking, or Lean methodology certifications are a plus.

Physical Requirements:

  • Work is generally performed in a professional business office environment with standard office equipment.
  • Travel to other Veolia or client offices and project sites may be required.
