Summary
The Veterans Benefits Administration and Insurance Center, personnel provide Veterans, their dependents, and survivors with information, advice and assistance regarding the availability and procurement of Insurance benefits under laws administered by the Department of Veterans Affairs (VA). This position serves as the Assistant Chief of the Quality Assurance and Training Staff. The staff is responsible for the oversight of the Quality Assurance and Training program for the Insurance Service.

Duties
  • Directs the day-to-day operation of the Quality Assurance and Training staff which is responsible for the oversight of the Quality Assurance & Training programs for the Insurance Service.
  • Oversees the Staff's quality and timeliness of service in order to meet performance goals.
  • Assists Insurance service in carrying out control requirements as specified by federal regulations.
  • Performs risk valuations of each Insurance component, and develops a management control plan and statement of written assurance of Quality Assurance & Training.
  • Acts as a liaison between Insurance and the Office of the Inspector General concerning Quality Assurance issues.
  • Responsible for personnel administration and actions to include determining if staffing or schedule adjustments are warranted.
  • Evaluates employees performance and makes recommendations concerning promotions, awards and other personnel actions.
  • Receives and resolves employee complaints or grievances, taking appropriate corrective action where necessary.
  • Ensures staff within their organization are held accountable for security control requirements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-in-grade: Applicants who are federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes, but are not limited to:
  1. Knowledge of Insurance Programs,
  2. Insurance laws, policies and procedures, and knowledge of research,
  3. Statistical and analytical methods which are necessary to design and conduct complex management studies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Job announced at full performance level.
Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
