Summary
This position is in the Veterans Benefits Administration, Boston Regional Office, Veterans Readiness and Employment division. The incumbent is responsible for managing the coordination and accomplishment of the planning, scope, development, design, and direction of the programs provided to service members and their dependents. Responsible for assisting the Vocational Rehabilitation Counselors and Employment Coordinators with technical management of the VR&E case load and aiding veteran clients.

Duties
Major Duties:
  • Serves as the Program Specialist responsible for the overall management, control, and execution of the office programs with no needed supervision. Independently develops a plan of action to ensure established goals are met. Analyzes and evaluates the effectiveness of the program to meet established goals and objectives. Consults/coordinates with activities, subject matter experts or representatives of other Federal Government agencies, school certifying officials, local state agencies, etc. on controversial issues or subjects. Responsible for adjudication of veterans' claims involving unusually intricate, difficult, and complex issues totaling over $10 million annually.
  • Provides advice and guidance on program specifications to veterans, managers, staff, line managers and representative from other Federal agencies independently and without supervision. Develops support agreements and Memoranda of Understanding with other Federal agencies supporting the program and monitors supporting agency compliance with agreements.
  • Conducts outreach assistance to candidates and provides program information. Determines candidates' eligibility for the program and refers out for placement. A high degree of ingenuity and resourcefulness is required in the development of information and the evaluation of evidence; there are frequent problems to be solved in discovering sources of information. The evidence may be so fragmentary or conflicting that it provokes strongly contested opinions by the individual claimants, agency personnel, attorneys, or other interested parties.
  • Represents the organization in contacts with community elements, educational institutions, contracted agencies, and VA CO, to obtain support for the VA Program. Also organizes, plans, and leads group orientation sessions including scheduling Veterans for these sessions, orienting applicants on eligibility and entitlement for benefits.
  • After obtaining all necessary evidence, the specialist evaluates the evidence, makes findings of fact, applies applicable law and regulations, and concludes with the ultimate decisions affecting Veterans and Agency mission. Adjudicates a wide variety of different types of veteran benefit claims, which are considered unusually complex. Develops and recommends programming decisions affecting the long and shortrange goals of the program. Ensures individual program objectives and milestones are accomplished within the overall program objectives. Resolves basic conflicts in jurisdiction, fundamental differences in application of governing law(s), regulations, and precedent decisions, and/or inconsistencies in intent or application of the guidelines. A high degree of ingenuity and resourcefulness is required in the development of information and the evaluation of evidence; there are frequent problems to be solved in discovering sources of information. The evidence may be so fragmentary or conflicting that it provokes strongly contested opinions by the individual claimants, agency personnel, attorneys, or other interested parties. Ensures program compliance. Collects, reviews, and analyzes program information data and provides comprehensive assessment of the program.
  • Prepares and answers correspondence relevant to program. Incumbent prepares briefing charts, fact sheets and issue papers with required knowledge to adjudicate a wide variety of different types of veteran benefit claims, which are considered unusually complex. Markets program and designs brochures, pamphlets, and flyers. Attends high level meetings with key stakeholders to coordinate, explain and provide guidance on the program.
  • Serves as an expert and primary point of contact for the program assigned. Keeps management informed of program progress, issues, and any resolutions. On unusually complex or difficult cases, completed work is revised and approved by an authorizer. Other cases, however, because of the specialist's demonstrated ability and competence in the field of claims for veterans' benefits. This review is primarily in terms of consistency of approach rather than factual development or regulatory compliance.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/14/2024.
Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must provide a copy of your most recent SF-50 that indicates proof of status (career, career-conditional, or excepted service), time in grade requirements have been met, and identifies your position title, series, grade, step, salary, tenure, and type of service. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate possession of time in grade requirements. In this instance, you must also submit your most recent Promotion or Within Grade Increase SF-50, or a Promotion or Within Grade Increase SF-50 that indicates the highest grade/step previously held. DO NOT submit Award SF-50s and/or General Adjustment SF-50s as they cannot be used to verify time in grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that demonstrates a practical knowledge the principles, techniques, and methodologies of adult education. The experience would include: Demonstrated experience managing records, cases, files, or other documentation sources; Demonstrated experience administering and scoring a variety of tests; Knowledge and understanding of Chapter 31 benefits, or other related programs pertaining to Veterans employment benefits; Demonstrated experience composing reports, documentation, requests, or memorandums.
GS-11 Level - Examples of specialized experience at GS-09 include, but are not limited to:
  • Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies
  • Basic knowledge of pertinent laws, regulations, policies and precedents which affect work processes and operations; and
  • Basic experience conducting analysis of issues, work functions and/or work processes.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have been awarded a Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.

Combination: Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. There may be some walking, standing, bending and carrying light items and shall involve travel to other locations.
