Summary
The incumbent is a fully functioning administrator contributing to policy and decision, making processes of significant importance to the operation of the Neurology Care Line Outpatient Program including general neurology, neuromuscular, epilepsy, movement disorder and neurophysiology services. The incumbent's managerial duties and responsibilities have a direct and substantial effect on operations of the health care delivery within the Neurology Care Line outpatient program.

Duties
Major duties include, but are not limited to the following:
  • Responsible for the administrative and technical supervision and management of the administration and operational functions of the Neurology Outpatient Program.
  • Responsible for planning and carrying out assignments, recognizing and resolving conflicts, and coordination and delegating work of subordinates, cording with staff and other management personnel.
  • Monitors and evaluates effectiveness of a variety of programs within the Neurology Care Line while making decisions on data source, methodology of data collection, techniques of analyses are left to the discretion of the incumbent.
  • Incumbent provides professional, expert advice to all members of the team and professional staff.
  • Implements process improvement and training opportunities that support front line employees in providing predictable, consistent and comfortable customer service experiences for patients, their caregivers and beneficiaries.
  • Develops long range and short-term goals and programs required to meet stated objectives. Directs the planning and operations to complement attainment of established goals and objectives.
  • Serves as the technical expert regarding operational problems and personnel administration.
Work Schedule: 8:00 am-4:30 pm, Monday-Friday; Subject to change based on the needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/21/2024.
Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
  • Education: Undergraduate and Graduate Education: Major studyhospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
  • Specialized Experience: Experience that is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
    • Missions, organizations, programs, and requirements of health care delivery systems;
    • Regulations and standards of various regulatory and credentialing groups; and
    • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR
Special Provision for In-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the IOR, you must also meet the following:
  • Specialized Experience: You must have one-year specialized experience equivalent to the GS-09 grade level that include but are not limited to: experience and training that demonstrate good use of analytical or administrative management knowledge and skills in the health care field; experiences that include performing assignments and projects concerning the operations of a health care deliver system and require the use of analytical methods and procedures to analyze a problem, implement solutions and evaluate impact; and have a basic knowledge of analysis and management of data.
OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in the related field of the position.
OR
  • Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume.
