SummaryAll Native Group is seeking a Knowledge, Data and Budget Analyst to support Walter Reed Army Institute of Research in Silver Spring. Key aspects of this role will be to serve as the Research Program Office’s principal Budget Analyst, using WRAIR's knowledge management assets, to support proposal and budget development, invoice management, as well as identify gaps, design and develop solutions, pilot these solutions and then implement solutions. In addition, this role will manage a SharePoint Document Center/Records Center in support of the Research Program Office (RPO) to implement solution sets.
Essential FunctionsLiaison between RPO and Resource Management to review and approve budgets
Serve as the budget analyst for RPO
Ensure familiarity with government budgets
Develop, edit, and maintain a Records center within the RPO.
Develop and implement a knowledge management plan. The plan shall detail overall structure of the file framework, responsibility for version control of files, plan to maintain ARIMS compliance, and indicate which files should be included in overall knowledge management Document Center/Records Center for the WRAIR. Plan shall be updated as needed.
Promote knowledge sharing through WRAIR’s business process and systems by strengthening links between knowledge sharing and available information systems.
Develop metrics and benchmarks to evaluate knowledge sharing program implementation success.
Disseminate information about the knowledge management program and provide small and large group training related to KM resources and best practices.
Work with MilSuite and publish and manage content on MilSuite.
Learn and manage All Partners Access Network (APAN) sites for the RPO.
Provide SharePoint 2010 support and 2016.
Provide IAT-Level II compliant support for this task. In addition to IAT-Level II compliance requirements, attend locally-provided SharePoint training to attain access to site.
Provide dashboard support for a comprehensive tracking system for WRAIR proposals, grants, and procurements that will offer role-based, end-user view and tracking of actions (such as customized view only or reporting access), to include, but not limited to, managing the display of Acquisition data on the WRAIR Intranet (SharePoint 2010 moving to 2013 evolving to 2016) as a content editor using out of the box SharePoint tools with minimal custom code; ensuring consistency and relevancy of all displayed content; ensuring all content meets required standards to include the WRAIR Style Guide; ensuring code created to implement display features is minimally customized and when customized, is well documented with in-line comments.
Update slides for leads meeting/CoS meeting (TEAMS)
Track taskers
Follow up on questions related to taskers ie, reaching out to tasker POC on behalf of PIs or asking PIs clarification on behalf of leadership/tasker POC
Coordinate with Data Architect and Data Analyst to ensure accurate display of budgets in SharePoint database.
Coordinate with Agreements Invoice Manager on agreements budgets to ensure timely response on invoice requests.
Work with SharePoint Manager to develop new ways to improve display and flow of information in SharePoint sites.
Serves as the POC on all taskers for RPO and OTT and ensures timely response.
May be requested and required to participate in Proposal Support functions due to expertise

Knowledge about WRAIR structure, culture- “know who to call for what”
Knowledge about how business of science is conducted- “how contracts, agreements and proposals are generated”
Basics of archiving and maintaining systems- audience for system/process, creating understandable nomenclature and documenting why/what
Strong communication with ability to tailor emails for various WRAIR audiences
Adept at navigating shared drives, networks, TEAMS and mailboxes
Basic copy-editing ensure formats on tasker submission is consistent, complete and free of errors

Position Type/Expected Hours of Work
This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need.
Travel
Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.
Experience4-8 years of experience supporting government (preferably Army Research)
Experience creating and managing SharePoint,
Experience with two or more of the following: PowerBI, Tableau GFEBS, MS Excel, MS SQL, Java, Python, MS Visio, MS Windows 10
Education
Bachelor’s degree preferred. Master’s degree highly desired.
