Victory Programs, Inc. is Hiring a Program Director Near BOSTON, MA

Description

The Program Director of the Low Threshold Permanent Housing Program is responsible for the oversight of property management, rent collection, leasing, delivery of case management services, and operations of the Low Threshold Permanent Housing Program. The focus of the Low Threshold Permanent Housing Programs is individuals struggling with homelessness, substance use, and mental health, who may also face multiple barriers to housing. The Program Director reports to the Deputy Director of the Housing Division for support and supervision.

Location: Programs located throughout Metro Boston area including Jones, Woodrow, Marcella, Arborway and Blue Hill Avenue. These are Low Threshold Permanent Housing sites for individuals with histories of homelessness, and those struggling with substance use disorder, chronic health conditions, and/or mental health concerns. 

Essential Functions:

? Act in accordance with Victory Programs, Inc.’s Standards of Excellence & Philosophy Care at all times including maintaining professional ethics, boundaries and client confidentiality and working from a strength based perspective.

? Ensure contractual compliance and scope of service delivery at all times with contractors and all federal, state and city housing regulations.

? Facilitate staff meetings; ensure all housing support staff receive weekly supervision and periodic performance reviews.

? Ensure that policies and procedures are being observed and administered by the staff to ensure proper delivery of services.

? Coordinate all internal and external service linkages supportive of clients’ continuum of care.

? Coordinate all tenant rent collections, lease ups and move outs which include reviewing policies and procedures with all tenants regarding payment, rental arrearages and lease violations.

? Ensure that all monthly tenant reports are prepared and assist with any other report and proposals needed.

? Ensure all low threshold permanent housing sites are maintained in a clean and orderly state.

? Provide oversight to ensure all sites and services follow both housing first and harm reduction models.

? Provide emergency on call coverage for all low threshold permanent housing programs.

? Coordinate billing, and approve accounts payable and receivables.

? Coordinate and develop primary partnerships between VPI and other network partners.

? Development and revision as necessary of program/housing policies and procedures to ensure contractual and regulatory compliance with the support of the Deputy Director and Director of Housing.

? Prepare annual budgets and monitor monthly financial statements to operate within budget.

? Maintain effective documentation and record keeping systems.

? Oversee scheduling of groups and activities.

? Support and conduct (as needed) screening and/or intake of new client admissions.

? Ensure all assigned transitional housing support staff (Resident Assistants, and Case manager,) receive weekly supervision and periodic performance reviews.

? Ensure orientation and on-going training for staff.

Required Qualifications:

? Masters degree in Counseling, Social Work, Rehabilitation Counseling or a related field or a Bachelors degree in these fields with extensive management or clinical training.

? Three years of supervisory and managerial experience with multiple reports.

? Access to a vehicle and ability to be mobile between programs. Must be at least 25 years of age, with a valid Massachusetts driver’s license with a safety driving point rating of 00, 99, 01, 02, or 03.One plus year of direct care support.

? Working knowledge of HIV/AIDS and viral hepatitis, homelessness, substance use, STIs, and sex work as well as health-related social issues faced by persons who use drugs.

? Ability to work effectively with individuals of diverse race/ethnicity, sexual orientation, gender identity, sex and drug cultures, age groups, religion, country of origin, disability and economic status.

? Ability to work and relate to residents in a helpful, directive, firm, yet compassionate manner.

? Ability to work independently and cooperatively as a member of a professional team.

? Strong organizational, writing, and communication skills.

? Three strong work related references.

? Proficient computer skills, including the use of Microsoft Word and Excel.

? CPR certification (may be obtained upon hire)

? Complete TB Screening (may be obtained upon hire)

Preferred qualifications:

? Familiarity with State and Federal housing programs.

? Knowledge of or openness to Addiction/Recovery and Harm Reduction Practices/Philosophy or a willingness to acquire within the first six months of employment.

? Experience working with homeless population.

? Previous experience in nonviolent crisis intervention, de-escalation, and milieu management.

? Excellent verbal communication skills including an ability to have open and affirming.

 conversations about sex and substance use risk.

Position Type: Full-Time Exempt position

Rate: $86,140 Annually
