Job Title: Payroll and Benefits Specialist
Job Code: FIP041 – (Payroll Spec. 2)
Shift: Full-Time/ 1st Shift (40 hours per week on average)
Job Hours: Days – Mon-Fri – 8:00AM to 5:00PM, flexible as needed beyond normal hours.
Base Location: Headquarters – Lawrenceville, GA.
Division/Department/Program: Finance/Business Office/Payroll and Benefits

We are a community behavioral health center utilizing a team of psychiatrists, nurses, licensed counselors and social workers, as well as other professionals to provide services to individuals who need treatment and support to cope with mental illness, substance abuse, and intellectual and developmental disabilities. View Point Health serves uninsured, underinsured, low-income Medicaid, Medicare, war veterans and some private insurance across multiple locations with a full continuum of behavioral health services and support The services provided by View Point Health contribute to the reduction in homelessness, reduction in crime and subsequent incarcerations, higher graduation rates, lower dropout rates, decreased ER visits and decreased inpatient admissions.

Services are client-centered, trauma informed and recovery-focused including behavioral health assessment, psychiatric evaluation, medication management, group and individual therapy, family therapy, peer support, psychosocial rehabilitation, assertive community treatment, community based case management, high fidelity wrap around, housing, supported employment, court services, crisis intervention, on-site pharmacy services, rehabilitation services, brief residential crisis stabilization services, short-term substance abuse residential treatment as well as developmental disability day services and group homes.

View Point Health partners with two Federally Qualified Health Centers in the communities we serve to offer primary care to our clients. Clients are able to access behavioral health treatment and primary care services in the same building and many times on the same day. This focus on integrated health services and wellness allows providers to communicate about client care and improve overall outcomes.

The Payroll and Benefits Specialist works to ensure the accurate administration, processing, and recording of staff benefits in accordance with applicable laws and policies. In addition, this position supports payroll through completion of assigned timekeeping, and payroll tasks, duties, and responsibilities while administering all related reporting required for all areas of responsibility.

Duties & Responsibilities:

Payroll – Timekeeping Administration

  • Oversees and manages the time and attendance management process.
  • Assisting leadership and staff with any questions or needs related to timeclock(s) and punching in and out.
  • Ensuring notification is sent to leadership and staff to correct all missing/error punches by deadline.
  • Ensures all time sheets are completed, PTO approved and payroll ready.
  • Assist employees with HCM System lockouts/password resets.
  • Assist with new hire orientation – to includes training and questions for new staff and leadership.
  • Respond to PTO balance questions.
  • Reporting – PTO liabilities, overtime reports, employee short hours, new hire.
  • Liaison with HR as needed for accurate tracking and recording of PTO during staff leave.
  • Other duties as assigned.

Benefits -Benefit Administration Health and Flexible Benefits:

  • Manage and administer providing new hires and newly benefit-eligible staff with initial benefit enrollment information and provide basic support and assistance to staff and leadership with initial enrollment.
  • Manage and administer annual open enrollment process and provide basic support and assistance to staff and leadership during open enrollment.
  • Respond to inquiries for support and assistance with benefit inquiries from all staff/state agencies/providers.
  • Manage and administer the ACA/ACA Lookback process and reporting.
  • FLEX: Download weekly change reports from GA Breeze weekly and add/update/remove employee deductions in UKG in the correct payroll as needed. Download monthly invoice from GA Breeze and balance with employee deductions. Must be completed before the 25th payroll to capture any discrepancies. Balance spending
  • accounts.
  • HEALTH: Download weekly change reports from ADP and add/change/remove employee deductions in UKG in the correct payroll as needed. Make note of any changes for explanation on ACA if needed. Download monthly invoice from ADP and balance with employee deductions. Must be completed before the 25th payroll to capture any discrepancies. Submit invoice for payment to A/P.
  • Other duties as assigned.

Retirement:

  • EMPOWER: BRIDGE pulls new hire information directly from UKG. Pull report for employee 457 contribution changes and update % in UKG. Assist employees with withdrawals according to plan documents. Quarterly balance wages and deductions. End of year: FuturePlan provides yearly census data template. Add employee salary amounts, hours, dates (hire, termination, re-hire) and con?rm amounts owed have been paid. Due in February. Responds to 401 and 457 inquiries relating to enrollments, plan changes and contribution amounts.
  • EMPLOYEE RETIREMENT SYSTEM (ERS): Report monthly ERS employee wages/hours/leave balances. Report monthly re-hire employee wages/hours. Prepare invoice for ?nance.
  • Other duties as assigned.

Minimum Qualifications:

  • Associate degree in a related field from an accredited college or university and two (2) years of payroll/accounting job-related experience or High School Diploma/GED and Four (4) years of payroll or accounting job-related experience or One (1) year of experience at the lower-level Payroll Spec. 1 or equivalent position.
  • Extensive knowledge of employee benefits and applicable laws.
  • Strong PC skills including proficiency in Excel.
  • Strong general experience and working knowledge of HCM systems.
  • Strong work ethic and team player, with high degree of professionalism.
  • Ability to deal appropriately with confidential material.
  • Strong interpersonal (verbal and written) communication skills. Ability to communicate with various levels of management and staff.
  • Solid and sound decision-making, problem-solving, and analytical skills with strong attention to detail.
  • Strong organizational and prioritization skills with the ability to multi-task and consistently meet deadlines and respond timely.

Preferred Qualifications:

  • Bachelor’s Degree.
  • Knowledge/Experience with UKG Ready HCM Software/System.
  • Knowledge/Experience with Peoplesoft and Workday HCM System(s).
  • Knowledge/Experience with State Health and Flexible Benefits and Systems.
  • Knowledge/Experience with Retirement Program Administration – (To include State of GA ERS).

Requirements/Competencies:

  • Must be able to lift 20 pounds,
  • Requires long periods of sitting/standing,
  • Must be 21 years of age,
  • Must have valid Georgia driver’s license and Motor Vehicle Record in accordance with company policy.
  • Candidates for selection must pass a criminal background check (including fingerprinting).
  • Must pass a pre-employment drug screen and subject to random drug screens.
  • Any combination of training and experience, which would have enabled the applicant to acquire the necessary knowledge, skills and abilities Note: Some positions may require a valid driver's license.
