The Zoning Administrator (ZA) is a central figure in zoning administration. All zoning and subdivision cases are coordinated through the ZA. They are the first and last person who has contact with developers and builders with regard to zoning and approval of subdivisions. As the name implies, the ZA is not a policy maker, nor do they establish the zoning regulations or subdivision requirements.

Duties include but are not limited to:

Ø Attend Planning & Zoning Committee meetings

Ø Read and become familiar with the Richland Comprehensive Plan, zoning districts, regulations, applications and subdivision regulations

Ø Responsible for issuing permits, once applications received for zoning permits, certificate of occupancy/zoning compliance, variance, conditional use, rezoning, administrative, preliminary and final plats.

Ø Prepare proposals for amending Comprehensive Development Plan and zoning regulations

Ø Advertise public hearing notices

Ø Communicate with the Planning & Zoning Committee about applications received and permits issued

Ø Work with developers for new subdivisions

Ø Go on-site to determine the eligibility of the application

Ø Keep organized records at the Village office

Ø Communicate and work with the Village of Richland Board of Trustees and Clerk
