Job Title: Village Clerk

Location: Village of Three Oaks, Michigan

Job Type: Part-Time

Job Summary:

The Village Clerk is a key administrative position responsible for providing support to the Village government. This part-time role involves overseeing various aspects of municipal administration, including record-keeping, licensing, and public information dissemination. The Village Clerk reports to the Village Manager and collaborates closely with elected officials, department heads, and community stakeholders.

Responsibilities:

1. Record-Keeping and Documentation:

  • Maintain accurate and up-to-date records of Village proceedings, ordinances, resolutions, and official documents.
  • Maintain an inventory of the Village Assets and Equipment.
  • Prepare and distribute meeting agendas, attend meetings, and record official minutes.
  • Provide public access to official records in compliance with state laws.

2. Licensing and Permits:

  • Administer licensing and permitting processes for businesses and residents.
  • Issue permits and licenses in compliance with Village regulations.
  • Maintain accurate records of issued licenses and permits.

3. Public Information and Communication:

  • Serve as the primary point of contact for public inquiries.
  • Disseminate official information to the public through various channels.
  • Manage the Village website and social media accounts to provide timely updates.

4. Collaboration with Officials:

  • Work closely with elected officials, department heads, and other Village staff.
  • Provide support during public meetings and hearings.
  • Provide Administrative support to the Village Manager, including scheduling meetings, preparing meeting materials, and recording and distributing meeting minutes.

5. Accounts Payable:

· The Village Clerk is responsible for managing Accounts Payable for the Village. This involves processing invoices and issuing payments.

6. Payroll Management:

· Manage payroll for Village employees. This includes calculating wages, withholding taxes, paying taxes, and preparing payroll reports.

7. Budget and Finance:

  • Assist in the preparation of the Village budget related to the Clerk's office.
  • Manage financial transactions related to permits, licenses, and fees.
  • Collaborate with the Treasurer on financial matters as needed.
  • Perform regular bank reconciliations to ensure accuracy.
  • Experience with BS&A Governmental Accounting software is a plus.

8. Utility Billing:

· Assists Treasurer in preparing monthly Sewer Water bills and mail to customers.

· Receipt of Sewer and Water Payments.

9. All other duties assigned by Village Manager and or Village President

Qualifications:

1. Associate degree in public administration, political science, or a related field is preferred. A bachelor’s degree is a plus.

2. Previous experience in municipal administration, preferably as a Clerk or in a similar role.

3. Knowledge of Michigan public records laws and municipal regulations.

4. Strong organizational and multitasking skills.

5. Excellent communication and interpersonal skills.

6. Proficient in Microsoft Office Suite and other relevant software.

Working Conditions:

  • The Village Clerk position is full-time, with regular office hours.
  • Attendance at evening meetings is required.
  • Some travel may be necessary for training or off-site meetings.

Pay Scale:

The range for this position is $21.00 - $28.00 per hour depending on experience.
