GENERAL RESPONSIBILITIES

Under the leadership of the Chief Human Resources Officer, the position plays a vital role in directing, facilitating, and managing the implementation and delivery of the division’s employee relations programs and activities, including performance management, supervisory training, and investigations, while ensuring compliance with applicable labor laws and regulations. As a strategic leader, the position develops and implements effective employee relation strategies aligned with the goals embedded in the division’s strategic and equity plans.

ESSENTIAL FUNCTIONS (These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)

Strategic Planning:

  • Provide subject matter expertise to identify issues, predict and mitigate risk, and develop and implement employee relations strategies and programs for the division.
  • Develop and update policies, regulations, and procedures to ensure effective human resource management within the division; interpret, implement, and enforce these policies and regulations.
  • Develop, analyze, and create reports of employee survey data including exit surveys and employee input data to identify trends and inform strategic initiatives.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures to ensure optimal performance and alignment with organizational goals.
  • Assess and monitor workloads, internal reporting relationships, and administrative support systems; identify and recommend opportunities for improvement.
  • Conduct research and comparative studies of best practices in human resources in other school systems and industries.

Compliance:

  • Ensure compliance with all relevant federal, state, and local laws regarding personnel-related matters. • Monitor and analyze changes in employment laws and regulations, and update policies and procedures accordingly.
  • Administer leave programs, the Family Medical Leave processes, and requests for accommodations under the Americans with Disabilities Act.
  • Direct investigations into alleged incidents of misconduct, harassment, or discrimination; prepare comprehensive documentation, and recommend appropriate actions to the Chief Human Resources Officer and School Administrators.
  • Manage employee grievances and discharge recommendations to the proper resolution; coordinate and recommend involvement of legal counsel, as necessary.
  • Review all recommendations for non-renewal or dismissal of employees and, together with the Chief Human Resources Officer, prepare recommendations for the Superintendent including appropriate documentation.
  • Prepare all documentation and communications necessary for the Superintendent to request revocation of teaching licenses. • Confer with School Board Attorneys, Child Protective Services, law enforcement, the Virginia Department of Education, and members of the various employee associations, as necessary.

Leadership and Team Management:

  • Assist the Chief Human Resources Officer with key departmental projects and activities.
  • Collaborate with other administrative personnel to implement and/or maintain services and programs.
  • Administer the performance management program to ensure that performance evaluations are aligned with strategic initiatives and are completed in accordance with policy.
  • Plan, direct, supervise, and coordinate the work of assigned staff members, including conducting performance evaluations.
  • Counsel with employees and administrators to resolve complaints, difficulties, and other personnel-related matters.
  • Develop and administer training and development initiatives related to Human Resources policies/programs and leadership development.
  • Train various employee groups on best practices that align with division expectations regarding professional conduct, appropriate documentation, and utilization of available resources. • Represent the division at School Board meetings as necessary.
  • Perform related work as required.

Job Type: Full-time

Pay: $97,458.00 - $142,159.00 per year

Experience:

  • HR management, public administration, business or related: 3 years (Preferred)

License/Certification:
