Job Description

The Virginia Community College System (VCCS) invites nominations and applications for the position of Senior Vice Chancellor (SVC) for Academic and Workforce Programs. The VCCS has retained the services of Storbeck Search, a premier national executive search firm focusing on the education sector, to assist with leading this search. Reporting to the Chancellor of the VCCS, the Senior Vice Chancellor will be a proven leader focused on the strategic alignment, integration, and coordination of academic, student, workforce, and research programs and services to more than 230,000 learners annually. A key member of the Chancellor's Cabinet, the SVC is a leading advisor who is charged with strategic leadership and delivering a differentiating vision for the System and its Colleges as well as the divisions under its purview.
The VCCS is comprised of 23 colleges with 40 locations, serving more than 230,000 students throughout the state. Headquartered in the state capital of Richmond metropolitan area, the system office employs more than 200 team members. Each of the 23 colleges is led by a President who reports to the VCCS Chancellor.
The SVC for Academic and Workforce Programs will provide leadership for a large and complex portfolio of responsibilities including the strategic alignment, integration, and coordination of academic, student, workforce, and research programs and services. In addition, the SVC will lead mission-driven initiatives for the VCCS. In support of the VCCS mission and strategic plan, the position will focus on integrating and harnessing the major divisions within the system, the preparation and delivery of the "what's next" for Virginia's community colleges and bringing to life the State Board's vision for one system. Direct reports to the SVC include the chief academic officer, the chief workforce development officer, and the chief student affairs officer. The portfolio also includes the departments and functions for Research and Reporting, Professional Development, the Student Success Center and internally focused strategic initiatives.
Salary is competitive and commensurate with experience. The salary range for this role is approximately $225,000 - $275,000 with a generous benefits package.

KSA's/Required Qualifications
As a leader who engages across the VCCS institutions, the SVC must be innovative, versatile, and experienced in the operation of academic institutions, preferably community colleges. They must have a strong commitment to the system office, the community college campuses, and the collaborative mission of the VCCS, as well as the demonstrated ability to build relationships among individuals and groups internally and externally. The ideal candidate will have a terminal degree and bring many of the following complementary abilities and experiences to the work of the VCCS:
* An earned doctorate is required;
* A commitment to the community college mission, without being bound to its past constraints;
* An understanding of higher education governance and the demonstrated ability to understand the colleges' internal processes for decision-making and to articulate and manage system office actions in concert with these protocols;
* The ability and desire to innovate and apply creative problem-solving to the complex challenges facing Virginia and higher education;
* The ability to identify unique and new partnerships for the VCCS that enhance the academic and administrative reach of the colleges;
* A commitment to diversity and inclusion, and an understanding of the fundamental need for multiple perspectives and backgrounds;
* Strong managerial skills and experience across many areas, such as budget and finance, human resources, risk management, information technology, compliance and legal affairs, in addition to core areas of academic and workforce development program administration, as well as student services;
* The ability to plan and act strategically while maintaining transparency and building consensus;
* The ability to inspire trust and build relationships;
* Project development expertise to lead (or assist staff in leading) new initiatives on a grand scale, setting a standard of collaborative needs assessment, creating benchmarks for evaluation, setting and maintaining project timelines and budgets, and evaluating project success;
* The ability to identify administrative cost savings and operational efficiencies and communicate effectively, clearly, and diplomatically to a wide range of interest groups;
* Excellent writing and communication skills, including grant writing, to promote the VCCS and campus programs and ideas to internal and external audiences; and
* Outstanding diplomatic, negotiation, and communication skills, and the ability to represent the VCCS on complex and nuanced topics accurately at the highest levels of business, industry, government, and similar contexts.

LEADERSHIP
Dr. David Dore became the tenth chancellor to lead the Virginia Community College System in April 2023. As chancellor of Virginia's Community College System, Dr. David Dore provides leadership, oversight, and strategic direction for the System. Like so many community college students, Dr. Dore is a first-generation college student. His decades-long career has been guided by a fundamental belief that every learner can be successful. His commitment to serving diverse and underrepresented populations to foster inclusive learning communities, supporting open access, student success, and economic mobility is both palpable and unwavering. A self-described student advocate, Dr. Dore is laser-focused on recruiting the "New Majority of learners"-those twenty-five and older who face limited job prospects because they lack post-high school credentials. Before taking the reins at the Virginia Community College System, Dr. Dore served as President of Campuses and Executive Vice Chancellor at Pima Community College. There, he led the College's five campuses and workforce development initiatives. Dr. Dore has also served in higher education leadership positions in Tempe, Arizona and San Francisco, California. Dore earned his Doctor of Education degree at Pepperdine University; master's degrees at Georgetown University, Boston College, and Santa Clara University; an advanced degree in Philosophy from Gonzaga University; and his bachelor's degree from Gannon University. Named a Presidential Fellow of the Aspen Institute's College Excellence Program in 2017, Dr. Dore is active in community leadership and is a staunch proponent of community college education at the state and national levels.
