This position will also partner with HR Director on ARMICS reporting requirements. Specific duties include: Talent Acquisition
Supports talent acquisition (recruitment, selection and hiring) for specified Divisions, Departments, and Offices
Consults with hiring managers to develop recruitment strategies, and plan and organize recruitment and selection activities to ensure program compliance
Develops job announcements in consultation with managers / supervisors and ensures proper approvals are received prior to posting
Addressing actions associated with recruitment, selection, pay determination, and documentation
Responds to applicant inquiries verbally and in writing
Manage the recruitment process for all temporary staff hired through Staffing agencies. Ensure the Office of Budget and Finance is notified of all hiring changes timely.
Assists in compiling recruitment/EEO information for the preparation of reports.
Classification and Compensation
Serves as lead contacts for compensation study request ensuring compliance with the Department of Human Resource (DHRM) compensation policies and VDOE Salary Administration Plan.
Creates template position descriptions for roles as classification reviews are
completed to assist agency with consistency across roles.
Reviews and edits position descriptions to ensure completeness, edits/updates and in proper format, and saved in appropriate archival position files
Reviews classification, FLSA exemption, EEO Codes, SOC Codes, and work titles to create consistent roles within VDOE
Evaluates positions, salary, and provides guidance on the resolution of classification and salary inquiries.
Implement classification and compensation methods that effectively meet local needs
Review and analyze compensation action requests and approve with guidance from the Director and Associate Director of Human Resources
Minimum Qualifications
Considerable working knowledge of the principles and practices of human resource management and applicable federal and state laws and regulations, particularly in the areas of talent acquisition and compensation.
Demonstrate proven experience interacting with multiple levels of management to coach, guide and facilitate complex decision-making that results in successful hiring decisions.
Ability to plan, organize, and prioritize work.
Knowledge of progressive talent acquisition strategies that identify highly qualified candidates and maintains compliance requirements.
Demonstrate the ability to research complex materials, make decisions, and effectively articulate the reason/rationale for all determinations, especially screening and hiring decisions.
Considerable knowledge of compensation methodology, innovative compensation strategies, compensation trends, job evaluation techniques, compensation and classification policies and procedures, project management, and principles of research management.
Demonstrated ability to administer compensation programs, analyze information from various sources, draw logical and sound conclusions, and present the information in comprehensive oral and written formats.
