Job Duties
This position will have the principal staff responsibility for developing climate related air quality plans. This position will assist Division management on technical and policy issues relating to the climate plan development and interact with stakeholders and the public in formal or informal settings. The position will also be responsible for the and implementation of a local assistance program to support local governments in developing or updating greenhouse gas emissions inventories and climate action plans. The position will serve as main air program contact in responding review of project environmental impact documents regarding air quality impacts. Finally, the position will serve as a backup to lead staff in developing criteria pollutant air quality improvement and maintenance plans.
Minimum Qualifications
  • Combination of education or training with major coursework in environmental engineering, science, public policy, and/or equivalent experience
  • Demonstrated mathematical and analytical abilities
  • Knowledge or experience of the climate and air quality planning process
  • Knowledge or experience in air pollution and climate change abatement policy and strategies
  • Knowledge or experience in developing regional and local greenhouse gas emissions inventories and action/sustainability plans
  • Ability to develop or analyze regulatory and legislative proposals and provide recommendations to management
  • Ability to coordinate multiple technical projects and activities
  • Demonstrated effective verbal and written communication skills
  • Ability to develop and communicate data, reports, and related documents
Additional Considerations
  • Practical experience in air quality planning
  • Knowledge of GHG emissions inventory development or a related program area

This is a restricted position, which is solely funded by federal grants from the Climate Pollution Reduction Grant (CPRG) for a period of 3 years ending on June 30, 2027. The availability of funding is scheduled for review before the expiration date of funding. Employment is contingent on the continued availability of grant or non-general funds.
