  • Employee Benefits. The Virginia Department of Social Services (VDSS), Division of Benefit Programs is currently seeking a Program Analyst. This position is responsible for performing federally mandated reviews (CFR Title 7, Chapter II, Part 275) to ensure the Supplemental Nutrition Assistance Program (SNAP) is being operated in accordance with federal regulations and guidance. This position monitors, reports, and provides data for agency compliance to the Robertson vs. Jackson federal court order, determines timely and correct benefit amount delivery as well as compliance with Program Integrity policies. The compliance review assesses the SNAP is being operated in accordance with federal law and policy prohibiting discrimination on the basis of race, color, national origin, sex, age, religion, political beliefs, or disability. The review monitors that agencies are taking reasonable steps to ensure meaningful access to programs, activities, and services for Limited English Proficiency (LEP) persons and providing the opportunity to register to vote for all SNAP applicants. Minimum Qualifications Comprehensive knowledge of benefit programs, policy and procedures for SNAP, Temporary Assistance for Needy Families (TANF), Medical Assistance, Child Care and Emergency Assistance. Experience in processing Supplemental Nutrition Assistance Program cases. Experience working with eligibility requirements for the SNAP program. Experience in developing quality improvement plans and corrective action plans. Understanding of Management Evaluation review policies and procedures. Demonstrated comprehensive knowledge of Virginia Case Management System (VaCMS) and how the programs work within the eligibility system. Experience in case review, providing comprehensive and concise feedback and improving engagements with internal and external stakeholders. Ability to and experience in interpreting and applying complex state and federal regulations and procedures. Ability to write and converse professionally with stakeholders. Ability to work independently and as a team member. Demonstrated competency in interpreting, analyzing, and monitoring complex issues, and preparing clear and concise reports. Effective oral and written communication skills. Ability to independently manage a deadline-oriented workload with overlapping assignments and a high degree of accuracy. Ability to travel. Additional Considerations Familiarity with benefit programs' safety net programs. Direct experience in supervision, training, and program execution. Experience in managing the successful operations of local departments in error reduction initiatives and corrective action planning. Knowledge of strategies and best practices designed to support the Local Department of Social Services (LDSS) in achieving desired outcomes.
