Starting Salary: $121,831/yr DOE
Schedule: Monday-Friday 8:00am-5:00pm

Job Summary: The RH Program Manager oversees all aspects of the Reproductive Health Program at VGMHC, including reviewing, analyzing and reporting on financial aspects of the program, coordinating and communicating results of regular chart audits, and developing and delivering staff and leader training to ensure compliance with all state requirements. The RH Program manager will also have coordination responsibilities for other state and non-profit programs including the Screenwise program and PROJECT Access NOW referrals. The RH Program Manager will support the reproductive health program across all sites within VGMHC where reproductive health is delivered.

The RH Program Manager is dedicated to ensuring people in Washington and Yamhill Counties have access to high-quality reproductive and sexual health services, knowledge, and resources through partnerships with clinics, community organizations, and policy makers. The RH Program Manager provides program planning, policy development, guidance, organization, support and implementation for activities and projects related to ensuring that every person in Washington and Yamhill Counties has reproductive autonomy. The role will serve as the liaison between VGMHC and public health program leaders and will be responsible for coordinating site visits for these programs.

Essential Duties and Responsibilities:

Develop & Optimize Reproductive Health Program Model

· Work with patients, Clinical Team Supervisors, Front Desk Team Leads, nurses, medical providers, PCCMs, CPMs and other program stakeholders to refine workflows that efficiently and effectively ensure all patients have access to reproductive health services.

· Collaborate with clinical teams in meeting certification requirements for the Reproductive Health and ScreenWise Programs.

· Identify systemic barriers in our service provision that are creating or contributing to inequity in accessing reproductive health services. Develop forum to share this information and improve processes.

· Hold focus groups with patient councils and other representative patient groups to improve our understanding of the needs of our patients seeking reproductive health services. 

· Develop community outreach, education, and enrollment plan to promote reproductive health during school base health center events, migrant camps, health fairs, etc. 

· Evaluate how to, and then work to incorporate reproductive health into peer review processes.

· Coordinate with Cell and Clinical Onboarding training to ensure new program workflows are incorporated into training when appropriate.

· Work with VGMHC’s organizational development department to provide process improvement support and tracking; manage PDSA cycles.

· Respond to staff and leader questions pertaining to the program promptly.

Develop Sustainable, Enduring Relationships with Community Partners

· Serve as public face of VGMHC’s reproductive health program in Washington and Yamhill Counties (e.g., occasional public speaking, resource coordination, etc.).

· Participate in work-related conferences, provide/arrange ongoing staff education, and represent VGMHC within the professional community.

· Create or improve access for VGMHC patients to services through relationships with regional coordinated care organizations and community hospital and other health care resources.

· Obtain data to inform program development through relationship with external partners.

· Explore the potential of enlisting volunteers to provide peer and subject matter expertise for the benefit of this population.

· Represent VGMHC in Washington County’s Reproductive Health Coalition; attend meetings and participate in community events organized by the Coalition.

· Attend trainings and meetings provided by the Oregon RH Program.

Develop & Lead Program Evaluation Efforts

· Work with VGMHC’s Grants Officer to explore opportunities for grant funding to support the RH Program. Collaborate to apply for and track any funds received.

· Work with billing department to assess reproductive health revenue collection and optimize as possible. Review and report on financial aspects of the RH Program.

· Oversee chart audits, communicate trends to leaders and staff, and develop/deliver training to address issues identified. 

· With clinical staff, determine what data are collected and how. Work with data analysts to develop and execute regular data and reporting analyses. Ensure validity of all data collected.

· Develop patient surveys for data collection to ensure patient’s needs are met and identify areas for improvement to reproductive health access.

· Work with Data Analysts, Finance, Billing, and Quality Department to prepare documents for Compliance Reviews.

Adhere to Policies & Procedures

· Collaborate with HR on performance protocols and procedures.

· Ensure program staff accurately generate financial documentation for allowable program expenses.

· Assure annual review and approval of state RH program protocols and administrative policies.

· Partner with clinical leaders and Quality Assurance to respond to any patient grievances about RH program services.

· Develop workflows that assure compliance with the National Voter Registration Act (NVRA) and submit monthly voter registration reports as required by the RHP certification.

· Perform other duties as assigned.

HIPAA Requirements

The RH Program Manager will have access to protected health information (PHI) in the course of carrying out her/his duties. The RH Program Manager will use the PHI for treatment purposes and quality assurance/improvement operations. Applying the minimum necessary standard of Health Insurance Portability and Accountability Act of 1996 (HIPPA), the designated records sets to which the employee will have access include: the demographic and scheduling information in the practice management system and full medical record.

Education and Experience:

· Bachelor’s degree in Public Health Administration or other relevant field, or an equivalent combination of education and experience coordinating or administering a public health program that included program integrity, quality improvement plans, and systems development.

· Three years of project or program management and oversight experience strongly recommended.

· Experience supervising direct reports preferred.

· Experience leading and mentoring staff.

· Experience developing and applying process improvements techniques.

· Experience managing a program budget, preparing for external site visits, and reporting program outcomes.

· Experience working in a multi-cultural, diverse, health care environment.

· Valid driver’s license, reliable transportation, safe driving record and insurance coverage.

· Bilingual English/Spanish speaking, reading, writing preferred.
