Description

Vistra Communications is seeking a Web Developer to support the DoD Military-Civilian Transition Office (MCTO) to be part of a team that will provide comprehensive programmatic research, analysis, and support services to facilitate the smooth transition of Service members, Reserve Component (RC) members, and their families into civilian life. The team will be responsible for conducting thorough assessments, developing actionable products, drafting documents, and offering recommendations to enhance the transition process. This role will provide support to the MCTO in their missions to ensure the delivery of cohesive, outcome-based training, events, products, and courses that align with the diverse needs of transitioning individuals and their communities. 

Key Responsibilities:

1. Designing, configuring, installing, and maintaining LAN/WAN hardware and software which support file services, email, print services, web, data transport, and system administration as task lead, functional lead, or individual contributor. 

2. Conducts compatibility tests on hardware and software; supervises contractors and conducts testing/certification of their work; provides technology training. 

3. Supports technology planning, program development, disaster recovery, and capacity planning. Provides technical expertise in emerging technology areas.

4. Recommend methods for completing defense business system objectives to government lead, based on both user needs and information technology, business processes, and industry requirements. Carefully coordinate with interagency Information Systems analysts and the Services.

5. Prepare system and system certification related documents for approval by the government lead as needed to support the mission.

6. Develop professional PowerPoint briefings, reports, user guides, and memos that describe changes to the TAP IT Business System, user interface and functionality changes (e.g., convey pending requirements for modification to the IT Business System in laymen terms to the users of the system), and findings and interpretation of analysis and evaluation of data related to the MCTO IT Business System.

7. Provide meeting support for interagency meetings for TAP Data Sharing and the TAP IT Defense Business System by taking minutes, coordinating meeting location, sending meeting invites and compiling information from working group assignments. 

8. Provide Tier I help desk support to DoDTAP website. Monitor and track all user inquiries.

9. Develop professional PowerPoint briefings, reports, user guides, and memos that describe changes to the TAP IT Business System, user interface and functionality changes (e.g., convey pending requirements for modification to the IT Business System in laymen terms to the users of the system), and findings and interpretation of analysis and evaluation of data related to the TAP IT Business System. Support includes researching and answering questions, troubleshooting problems, and assessing performance be inquiry trends. Provide answers to clients by identifying problems, researching answers, and guiding clients through corrective steps.

Requirements

Qualifications:

• A bachelor's degree in computer science, web development, information technology, or a related field is required.
• A minimum of 7 years of experience in web development, front-end development, or a related field. Proven record of accomplishment of designing, developing, and maintaining websites, web applications, or e-commerce platforms.
• Security Clearance required: Tier 3 (T3) or Tier-3 Reinvestigation (T3R).
• Proficiency in programming languages such as HTML, CSS, JavaScript, and related frameworks (e.g., React, Angular, Vue.js). Experience in writing clean, efficient, and maintainable code to implement responsive and interactive web interfaces.
• Experience in back-end development using server-side languages such as PHP, Python, Ruby, Java, or Node.js. Knowledge of database management systems (e.g., MySQL, PostgreSQL, MongoDB) and RESTful APIs for data integration and manipulation.
• In-depth understanding of web technologies, standards, and protocols including HTTP, HTTPS, DNS, SSL/TLS, and cross-browser compatibility. Familiarity with web development tools and frameworks (e.g., Bootstrap, Sass, jQuery) for rapid prototyping and development.
• Experience in designing and implementing responsive web designs that adapt to various devices and screen sizes. Knowledge of responsive design principles, techniques, and frameworks to ensure optimal user experience across desktop, tablet, and mobile devices.
• User Experience (UX) and User Interface (UI) Design: Understanding of UX/UI design principles and best practices. Ability to collaborate with designers to translate wireframes and mockups into functional and visually appealing web interfaces.
• Proficiency in version control systems such as Git for managing codebase, branching, and merging. Experience in collaborating with team members and resolving code conflicts using version control tools and workflows.
• Knowledge of web performance optimization techniques to improve page load times, reduce latency, and enhance overall website performance. Experience in optimizing code, images, assets, and server configurations for speed and efficiency.
• Understanding of web security best practices and techniques to mitigate common vulnerabilities such as SQL injection, cross-site scripting (XSS), and cross-site request
