Administrative Support Specialist

Veterans Management Services, Inc. (VMSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB)and we are looking for a highly motivated Administrative Support Specialist to join our team supporting our National Oceanic & Atmospheric Administration (NOAA) client. The mission of NOAA is to understand and predict changes in climate, weather, ocean, and coasts, to share that knowledge and information with others, and to conserve and manage coastal and marine ecosystems and resources.
ResponsibilitiesThe Administrative Support Specialist will undergo training to become a Federal Contract Specialist. In this role, you will offer professional support and business assistance to NOAA. Your responsibilities will cover both pre-award and post-award contracting functions, utilizing various contracting methods and types. These tasks may involve acquisition planning, preparation of RFQs/RFPs, conducting market research and analysis, selecting, and managing terms & conditions, performing cost and price analysis, preparing contract modifications, evaluating performance, and overseeing contract termination and closeout processes.
  • Ensures adherence to established acquisition purchasing regulations, policies, and procedures while facilitating the procurement of goods and services within a Federal Government context.
  • Executes procurements aligning with customer needs and in accordance with U.S. federal laws and regulations.
  • Supports the Procurement/Acquisition Manager in implementing and sustaining procurement programs and other change initiatives.
  • Preserves the integrity of purchasing databases, associated documentation, and materials.
  • Assists in planning, organizing, and executing procurement activities.
  • Prepares procurement packages and serves as the procurement specialist alongside the Contracting Officer.
  • Manages contracts, purchase orders, change orders, correspondence, narratives, and statistical reports, ensuring compliance with FAR and policies.
  • Responsibilities encompass the procurement process for buying goods and services.
Requirements
  • Bachelor’s Degree
  • 4 Years of relevant business experience
  • Training will be provided for contracting specific tasks.
