VOAC supports veteran’s efforts to exit homelessness as well as provides a safe place for survivors of domestic violence. Wherever VOAC goes, it combines relationship-building, volunteers and quality services to lift and support our neighbor’s efforts to become self-sufficient and reach their full potential.

**This position will include a significant amount of Section 8 and Tax Credit Support for our affordable housing properties.

**The Affordable Housing arm of VOAC oversees all affordable supportive housing properties and develops the supportive housing mission of Volunteers of America Colorado. This person is responsible for ensuring the properties in which they assist are running effectively and efficiently at higher than standards levels. This position also assists the management team with identifying concerns at the different apartment locations as well as overseeing the plans to increase property viability, resident satisfaction, and regulatory compliance.

Essential Duties and Responsibilities

  • ·Responsible for properties success by having site specific knowledge of each property and following best management practices in each of the following areas:
    • Excellent customer service,
    • Economics and Demographics for each metropolitan market and specific sub-market,
    • Rents at subject properties and competing properties
    • Individual property’s competitive strengths and weaknesses vs. competitors.
    • Property Financial Management including budgets, monthly financial statements, balance sheet and cash flow.
    • Property Physical assets Issues and long-term repair/replacement plan
    • Contract Administration for physical asset repairs.
    • Deal covenants relating to income restrictions/regulatory issues/owner expectations.
    • Supportive Social Service Programs.
  • Through utilization of the organization’s customer survey process, solicit residents, Volunteers of America National Services and regulators to determine their needs and level of satisfaction with the services received from Volunteers of America Colorado.
  • Maintain each property’s physical assets in accordance with all housing codes and within the confines of each property/s budget.
  • Implement a resident and employee safety program, which indicates development and execution of emergency plans/training.
  • Assure employee and property compliance with policies and procedures along with all applicable laws and regulations.
  • Assure the timely and accurate completion of all administrative responsibilities.
  • Performs all other duties as assigned by supervisor.
  • Liaison with Housing Support Services Supervisor to create cohesive and productive relationships.
  • Assist in Compliance monitoring for all properties in portfolio.
  • Provide additional support when there is a site manager vacancy.
  • Assess the current condition of the property files, physical inspection readiness, when other members of the team are unavailable.
  • Provide additional support to the leadership team when preparing for an MOR, Investor audits, NSPIRE, and any other inspections that require additional support.
  • Provide additional training to support team members.
  • Other duties as assigned

Working Conditions and Physical Requirements

· Travel will be required.

· Sitting or standing for long periods of time.

Position Type and Expected Hours of Work

· Full-time, Exempt position. Monday – Friday 8:00am to 5:00pm. On-call duties

Location

· Office location will be at one of the Colorado Properties, however the expectation is to work at multiple sites during vacancies.

Salary: $65,600.00-$69,700.00

Requirements

Competencies

Minimum Qualifications of Position

  • A bachelor’s degree in a related discipline or equivalent relevant experience.
  • Ability to recruit, hire, train on-site operations
  • Multi-site supportive housing management experience.
  • Strong knowledge of housing development and property management including business acumen, computer systems/software, regulatory requirements, marketing and leasing, physical asset management, HUD, Bond, Tax Credit and Conventional financing.
  • Administrative self-sufficiency required.
  • Ability to travel and commit the time and energy necessary to be successful in a position that may exceed 40 hours worked per week with some frequency.
  • Successful candidates will have a demonstrated track record of financial and property performance within a multi-site operating environment.
  • Experience with HUD and Tax Credit properties. DHA and DOH Project Based Voucher program knowledge helpful.

Preferred Qualifications of Position

  • Professional certifications preferred (COS, ARM, CAM, RAM HCCP, SHCM)

Knowledge and Skills

  • Good organizational skills and the ability to multi-task.
  • Knowledge of Fair Housing Laws and state landlord rights and obligations.
  • Knowledge of the HUD 202, Section 8, HOME, BOND and Low-Income Housing Tax Credit programs.
  • Good communication and people skills
  • Detail oriented.
