About us:

Job Duration : Full Time role

Main Purpose Of Job:
  • Serve as senior level advisor to the Secretary, Deputy Secretaries, Chief of Staff, Executive Staff, and Local DSS Directors providing expert technical guidance on HR matters.
  • Plan, direct, and manage the day-to-day operations of the DHS Human Resource Office through direct and indirect supervision of staff in 8 units: Employee Relations, Recruitment, Examination Services, Health Benefits, Classification, Transaction Compliance, Processing, and HR Systems & Support.
  • Lead DHS efforts to recruit and retain exceptional talent to meet our mission to Marylanders.
  • Consult with the Office of the Inspector General, the Attorney General s Office, and the Office of Employment and Program Equity on issues that span HR and those offices, including investigations of fraud, misconduct, harassment, discrimination, disciplinary actions, and legal matters.
  • Participate in the Legislative process on HR-related Legislation, including drafting impact statements as well as drafting and providing testimony as requested by the Department of Budget and Management s Office of Personnel Services and Benefits. Provide assistance as requested by the DHS Office of Government Affairs on DHS legislation.
  • Assist in statewide union negotiations as designated by the Executive Director of DBM s Office of Personnel Services and Benefits.
POSITION DUTIES:
The Chief Talent Officer is a key member of the client Leadership Team, providing expert level consultation to the Secretary and other leadership staff including the Local Directors of Social Services, on issues including:
  • Talent acquisition and retention strategies.
  • Allocation and reallocation of staff to meet critical Departmental needs.
  • Resolution of personnel matters, including a focus on solutions that meet the needs of both management and employees.
  • Performance management and goal setting to build long term success for employees.
  • Building employee experience that improves employee engagement, employee satisfaction, culture, and retention.
  • Ensuring that client leadership has data available to drive HR decision making.
  • Career development planning and succession strategies.
MINIMUM QUALIFICATIONS:

Education: A Bachelor s degree from an accredited college or university in Human Resources, Business Management or Administrations or Industrial Organizational Psychology or related field.

Experience: Six (6) years of professional HR experience which must be at a supervisory or management level; overseeing and coordinating the general operations of an HR staff; applying personnel rules and regulations, developing recruitment and retention strategies and supporting promotional processes. Five (5) years of the experience should be directing or managing multiple human resource disciplines, including compensation practices, employee and union relations, talent acquisition, performance management, and federal and state respective employment laws.

Note:

Applicants may substitute four (4) years of professional personnel management experience for the Bachelor's Degree. Professional personnel work can be in the area of either job analysis, job evaluation, salary administration, employee recruitment and selection, employer-employee relations, personnel program evaluation or personnel policy formulation.

DESIRED QUALIFICATIONS:

Experience with employment laws, policies and procedures.

Knowledge and experience of performing transactions with human resources information system such as Workday.

Knowledge and experience with Applicant Tracking systems, such as JobAps.
