Incumbent serves as County Coordinator/HR Director for the Wabash County Commissioners, responsible for coordinating County projects and administering employee benefits and personnel programs and procedures.

DUTIES:

Coordinates and executes County activities as directed by Commissioners, ensuring compliance with federal and state laws in regards to human resources and County Administration.

Serves as liaison between department heads, elected officials, Commissioners, contractors, vendors, attorneys and the public, relaying messages, coordinating activities/projects, and assisting in resolving problems.

Oversees various projects and committees and provides recommendations, documentation, and progress reports to Commissioners and other parties as requested.

Oversees and ensures compliance with local, state and federal employment regulations, such as EEO, ADA, FLSA and FMLA. Consults human resource professionals and legal counsel as needed.

Monitors administration of personnel policies and procedures, maintains employee handbook, and makes recommendations for any modifications to the Commissioners. Maintains current knowledge of relevant legislation and creates/revises policies, procedures and forms accordingly.

Coordinates with Auditor’s Office to ensure employee records are properly stored and maintained.

Processes unemployment, workers compensation, and FMLA paperwork.

Conducts orientation for new personnel, providing information and explanation of employee benefits, personnel policies and work rules, and completing all required forms.

Oversees Personnel Administration Committee, including scheduling meetings, preparing minutes, and conducting follow ups as needed.

Makes personnel and salary recommendations and assists department heads and supervisors with conducting exit interviews and explaining benefit options.

Administers insurance plans, including maintaining group and individual benefits and monitoring new hire and annual enrollments, changes in benefits, and benefit eligibility.

Oversees various insurance coverages related to property, liability, and employee benefits. Assists in processing insurance claims, including completing forms, compiling documentation, explaining procedures, and submitting to appropriate authority.

Receives and responds to inquiries related to the Board of Commissioners, including investigating complaints and directing citizens, government officials, vendors, and County employees to appropriate individual or department.

Oversees various vendors and contractors, including securing quotes, making project assignments, establishing specific goals, and evaluating performance results.

Attends meetings, seminars, and workshops as necessary.

I. JOB REQUIREMENTS:

Baccalaureate degree in public administration, human resource management or related discipline with a minimum of three (3) years related HR experience.

Possession of or ability to obtain Human Resource Management certification.

Knowledge of and ability to make practical application of standard principles of human resources management, County personnel policies and procedures, and local, state, and federal employment regulations, including EEO, ADA, FLSA, and FMLA. Ability to maintain current, accurate personnel files and maintain confidentiality of related information as required.

Knowledge of purpose and function of all County departments.

Knowledge of and ability to make practical application of principles and practices of insurance and salary administration in the public sector.

Knowledge of conflict resolution and budget administration.

Knowledge of standard English grammar, spelling and punctuation, and ability to prepare contracts, correspondence, and detailed written reports as required.

Ability to:

· oversee vendors and contractors, including securing quotes, making project assignments, establishing specific goals, and evaluating performance results.

· supervise personnel, including recruiting and training employees, conducting interviews, and providing employee orientation.

· effectively communicate orally and in writing with co-workers, other County

departments, County Attorney, Commissioners, Council, and the public, being

sensitive to professional ethics, gender, cultural diversities, and disabilities.

· provide public access to and maintain confidentiality of department information and records according to state requirements.

· comply with all employer and department policies and work rules, including but not limited to, attendance, safety, drug-free workplace, and personal conduct.

· operate standard office equipment, including computer, calculator, telephone, and copier.

· understand, retain and carry out oral or written instructions and present findings in oral or written form.

· compile, analyze, and evaluate data, make determinations, and present findings in oral or written form.

· work alone with minimum supervision and with others in a team environment, often amidst frequent interruptions, and under pressure from formal schedules and deadlines.

· assist Commissioners with preparing correspondence.

· work extended hours and occasionally travel to meetings/conferences.

Possession of a valid driver's license and demonstrated safe driving record.

II. DIFFICULTY OF WORK:

Incumbent applies specialized knowledge of personnel and safety administration to the overall operation of County departments, exercising independent judgment in developing, interpreting and applying County policies, legal requirements and employee benefits programs to individual cases.

III. RESPONSIBILITY:

Incumbent makes a major contribution to County operations in developing and administering personnel policies and procedures, and ensuring compliance with related state and federal regulations and guidelines. Unusual circumstances or developments are discussed with supervisor at incumbent’s discretion. Incumbent’s work is reviewed primarily for attainment of objectives and compliance with legal requirements.

IV. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments, County Attorney, Commissioners, Council, and the public for purposes of exchanging information, explaining and interpreting policies, and problem solving.

Incumbent reports directly to County Commissioners.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, involving sitting/walking at will, sitting for long periods, lifting/carrying objects weighing less than 25 pounds, keyboarding, close vision, color/depth perception, hearing sounds/communication, speaking clearly, and handling/grasping/fingering objects.

Job Type: Full-time

Pay: $60,849.00 per year
