THE POSITIONThe Washington County Department of Housing Services is hiring a Section 18 Coordinator who will coordinate and oversee the disposition of 60 of our public housing units.
The Section 18 Coordinator position serves as the primary liaison for this disposition, providing expert guidance to executive staff, coordinating several internal departments, and planning and evaluating each step of the strategy. This position will be part of our dynamic real estate team, working on real estate acquisitions, preservation of affordable housing and development and construction of new affordable housing projects.
This position is eligible for remote work for three - four days per week.The ideal candidates we are looking for are or have:
  • A strong background in affordable housing with exposure or experience drafting and reviewing c ompetitive solicitation processes and working with the US Department of Housing and Urban Developme n t and other Federal and/or State Agencies.
  • Strong financial, analytical, and writing skills.
  • Well organized and confident in handling a wide range of tasks and in moving quickly and adeptly from one assignment to another.
  • Excellent communicator and team player, interested in providing support at all levels, to enable coworkers and the organization to accomplish its goals.
  • Analytic and creative problem solvers who can manage complex projects simultaneously, strategically, and collaboratively.
  • Exceptional project management skills across a wide range of tasks, including management of multiple consultants and various approvals processes.
  • Able to communicate clearly , and work closely , with low-income tenants, community-based organizations, housing stakeholders, and potential partners .
  • Knowledgeable of financial projections, transaction structuring, and legal documentation needed; and prepared to make recommendations to Housing Authority leadership and stakeholders.
  • Deep understanding of Federal requirements for reporting and compliance related to HU D Public Housing.

  • Establish and manage a project plan with interdependent deadlines, and contingencies that anticipates risk and effectively drives transparency to project progress and inter/intra-division collaboration.
  • Design and manage nuanced tenant communications ranging from written communication, to hosting information sessions and direct outreach.
  • Closely manage the tenant experience throughout the duration of the project, aiding tenants as needed and ensuring positive tenant outcomes whenever possible.
  • Lead the management of HUD requirements for the disposition including updating and tracking the project through HUD’s informational systems, administering contracts for legal and brokerage and relocation firms, and submitting necessary documentation to HUD through the project to ensure compliance with statute and budget.
  • Partner community stakeholders as needed to connect tenants with resources, and support overarching project objectives.
  • Lead regular project updates and reports to the Housing Authority leadership and other project stakeholders including written and verbal presentations.
  • Partner closely with various divisions within the Department of Housing Services, and external stakeholders as needed to support project success.
  • Assist with development priorities and project schedules, coordinate utilization of Department/Housing Authority resources to accomplish established goals and priorities.
  • Summarize complex and technical financial information and communicate such information in a clear, straightforward manner, as needed, to a variety of audiences.

Minimum QualificationsEducation and Experience:
  • Bachelor’s degree in a health, social service, business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
  • Seven (7) years of work experience in program administration, development, evaluation, and/or contract administration.
