DescriptionThis Environmental Planner 4, full-time, project position is funded through June 30, 2025 with anticipated additional funding to be negotiated through 2027. This posting is open continuously and applications will be reviewed weekly until the position is filled.

As the Project Manager for the Lower Yakima Valley (LYV) Groundwater Management Area (GWMA) Implementation Committee, you'll be at the forefront of a crucial mission to protect community health and the environment. In this pivotal role, you'll tackle the challenge of elevated nitrate levels in the groundwater, safeguarding residents from potential health risks.
You will lead the charge as the senior planner responsible for the department’s Nitrate Hazard Mitigation Plan and LYV GWMA initiatives. Your expertise will guide the analysis of needs, secure funding, and track progress, ensuring success and transparency. You'll collaborate with management, staff, other state agencies, local partners, and the Environmental Protection Agency (EPA) to drive impactful solutions and be a sustainable influence in the community.
Key Responsibilities For This Position
  • Strategic Coordination: Be at the heart of our mission! Collaborate closely with the Implementation Committee to shape and steer the GWMA Groundwater Management Plan, ensuring our initiatives are on target and impactful.
  • Effective Communication: Become the voice of our team! Craft and share compelling meeting agendas and materials. Deliver insightful quarterly summaries to the EPA and project partners, promoting transparency and driving accountability.
  • Partner Engagement: Be a connector and a collaborator! Forge and nurture strong partnerships with community, regional, and state allies. Your efforts will fuel collaboration and amplify our resources for maximum impact.
  • Resource Management: Be a go-getter! Scout and secure funding sources to power our projects, turning ambitions into achievements and driving optimal results.
  • Leadership and Mentorship: Be a leader! Guide and support the Community Outreach and Environmental Education Specialist, ensuring the successful execution of our Hazard Mitigation Plan and fostering a culture of growth and excellence.
Work SettingThe duty station for this position is in Richland , WA. Routine weekly in-person work is expected in both Yakima and Benton Counties.

Required QualificationsExperience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.Option 1: Five (5) or more years of experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
Option 2: A bachelor’s degree in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field and three (3) or more years of experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
Option 3: One year of experience as an Environmental Planner 3.
All Experience Must Include Practical Skills In
  • Project Management, including project planning and forecasting, task tracking, and budget management.
  • Principles and practices of environmental studies and issues, groundwater planning and operations.
  • Decision making in accordance with implementation policies and federal and state statutes.
  • Writing business correspondence, drafting documents and reports, and writing concise and accurate meeting summaries.
  • Meeting and committee coordination and facilitation.
Desired Qualifications
  • Bilingual in English and Spanish
  • Lived or professional experience addressing environmental injustice and working with communities of color, indigenous people, or low-income populations on environmental and social justice issues.
  • Knowledge of federal and state solid waste and hazardous laws and regulations.
  • Knowledge of basic nitrate and groundwater cleanup principles.
  • Knowledge of clean water act regulations.
  • An understanding of environmental justice research, demographic data, and equity focused assessments.
  • Knowledge and practice of collaborative problem solving, conflict resolution, and participatory planning.
  • Understanding and confidence discussing environmental and social justice, racism, and social and economic inequalities.
