DescriptionThis Environmental Planner 4, full-time, project position is funded through June 30, 2025 with anticipated additional funding to be negotiated through 2027. This posting is open continuously and applications will be reviewed weekly until the position is filled.

As the Project Manager for the Lower Yakima Valley (LYV) Groundwater Management Area (GWMA) Implementation Committee, you'll be at the forefront of a crucial mission to protect community health and the environment. In this pivotal role, you'll tackle the challenge of elevated nitrate levels in the groundwater, safeguarding residents from potential health risks.
You will lead the charge as the senior planner responsible for the department’s Nitrate Hazard Mitigation Plan and LYV GWMA initiatives. Your expertise will guide the analysis of needs, secure funding, and track progress, ensuring success and transparency. You'll collaborate with management, staff, other state agencies, local partners, and the Environmental Protection Agency (EPA) to drive impactful solutions and be a sustainable influence in the community.

Required QualificationsExperience defined below may have been gained through paid or unpaid activities. Option 2: A bachelor’s degree in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field and three (3) or more years of experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
Option 3: One year of experience as an Environmental Planner 3.

- Principles and practices of environmental studies and issues, groundwater planning and operations.
- Decision making in accordance with implementation policies and federal and state statutes.
- Writing business correspondence, drafting documents and reports, and writing concise and accurate meeting summaries.
- Meeting and committee coordination and facilitation.
- Bilingual in English and Spanish
- Lived or professional experience addressing environmental injustice and working with communities of color, indigenous people, or low-income populations on environmental and social justice issues.
- Knowledge of federal and state solid waste and hazardous laws and regulations.
- Knowledge of basic nitrate and groundwater cleanup principles.
- Knowledge of clean water act regulations.
- An understanding of environmental justice research, demographic data, and equity focused assessments.
- Knowledge and practice of collaborative problem solving, conflict resolution, and participatory planning.
- Understanding and confidence discussing environmental and social justice, racism, and social and economic inequalities.

- Work a full-time 40-hour work week and occasionally adjust work-schedule to meet business needs, which may include evenings and weekends. A flexible work schedule will be considered upon request and supervisor approval.
- Standard business hours are 8:00 am to 5:00 pm.
- Occasionally travel alone or with another person throughout the Benton and Yakima Counties, statewide, or out-of-state which may include overnight.
- Legally operate a state- or privately-owned vehicle or provide alternative transportation while on state business and drive long distances in both daylight and at night and in snow and rain conditions.
- Participate in emergency response exercises and emergency events/high-priority assignments as assigned.
