Salary: $4,723.00 - $6,349.00 Monthly

Responsibilities:

  • Develop budgets, complete detailed program financial allotments, monitor allotments against expenditures and analyze trends, provide consultative guidance, and make recommendations to effect program management decisions and planning.
  • Develops complex expenditure forecasts and projections, prepares reports, completes analysis of financial data, and compiles special reports or data sets/spreadsheets.
  • Uses statewide budget and financial management systems to manage, analyze, and accurately report large amounts of fiscal data that supports financial management recommendations.
  • Review and analyze program allotment requests to ensure the accuracy of allotment requests.
  • Monitor and report on fund levels to ensure accountability and meeting the program’s spending plan.
  • Support legislative bill and fiscal note development. Review legislative bill language and fiscal note requests to interpret the information and provide information to management staff in preparing responses.
  • Respond to inquiries on fiscal issues; develop fiscal procedures and make recommendations regarding fiscal controls related to program services; assure compliance with the State of Washington’s accounting policies, regulations, and procedures; and resolve discrepancies.

Required Qualifications:

  • A bachelor’s degree in business, public administration, accounting, economics, or statistics, AND two years of professional experience in budgets, management, or program analysis.
  • OR An equivalent combination of education and/or experience.
  • Experience in applying appropriate guidelines and maintaining compliance with regulations and guidelines set by state government or agency policies is essential. This specifically includes experience in applying Generally Accepted Accounting Principles (GAAP) AND Code of Federal Regulations, part 200.
  • Experience in monitoring expenditures, analyzing projections, and identifying accruals in state and federal revenue.
  • Experience/skills using MS Office to clearly present information in written and/or graphical presentations, including Word, PowerPoint, and Excel to create, modify, print, and format spreadsheets.
  • Creativity/Innovation - demonstrates initiative and develops fresh ideas that provide solutions to all types of workplace challenges. Develops new insights into situations and applies innovative solutions to make organizational improvements; supports a work environment that encourages creative thinking and innovation; designs and implements new and innovative programs and/or processes.
  • Performs assigned duties in a manner consistent with applicable laws, and regulations, and public records retention and requests are followed.
  • Identifies and analyzes problems, and distinguishes between relevant and irrelevant information to make fact-based, business-focused decisions, which provide solutions to individual and organizational problems.
