Washington State Department of Social and Health Services is Hiring a DSHS ALTSA Fiscal Analyst 4 Near Lacey, WA
Description DSHS Fiscal Analyst 4 Washington State Department of Social and Health Services’ (DSHS) , Aging and Long-Term Support Administration (ALTSA) is seeking a Fiscal Analyst 4’s in Lacey, WA. This role requires you to use your strong intensive analytic skills and research and problem solving to determine, diagnose, and resolve problems. ALTSA funds in-home services, case management, nursing services, home delivered meals, nutrition program, and many other services and programs provided through 13 local Area Agencies on Aging (AAA) to elderly and disabled adults throughout the State of Washington. In this position, you will report to the AAA & Grants Unit Fiscal Analyst 5 in the Office of Finance in Management Services Division (MSD). You will be a subject matter expert and provide accounting oversight assigned to you AAAs. The job responsibilities are carried out by means of fiscal status, development, recommendation and implementation of procedures and interpretation of Generally Accepted Accounting Principles, state, federal and DSHS guidelines and regulations. Some Of What You'll Do
Review, interpret, and correct discrepancies between account funding and prepare journal vouchers for corrections and adjusting entries
Process AAA billings for assigned AAA’s
Monitor contract balances, appropriations, match rates, and spending lids
Perform ongoing reconciliations between payment data and accounting system
Identify any potential problems and suggest improvements
Assure compliance with accounting policies and Federal regulations
Prepare monthly and year-end accruals
Ensure entries for fiscal year and biennial closing are submitted accurately and timely
Provide technical assistance to AAA’s

Ability to identify problems and ensure compliance
Strong analytical, research and problem-solving skills to determine, diagnose, and resolve issues

Skill in building good working relationships with multiple stakeholders who may hold different points of view
Ability to communicate effectively both verbally and in writing
Perform ongoing reconciliations between payment data and accounting system
Who should apply? Professionals Who Have a Bachelor's Degree With a Minimum Of 12 Semesters Or 18 Quarter Hours In Accounting, Auditing, Or Budgeting And Three Years Of Professional Accounting, Auditing, Or Budgeting Experience
A master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Government Financial Manager, or Management Accountant can be substituted for professional experience.
Additional experience may substitute year for year, for education, but not for the credit hours.
