We are looking for a Management Analyst to lead the development of statewide healthcare initiatives and projects to improve access to quality care under the Medicaid Transformation Projection. In this role, you will research and develop policy solutions for the Medicaid Transformation Project, including providing expert advice on healthcare programs, and working with stakeholders to implement the Washington State Reentry Demonstration Initiative and various Health-Related Social Needs projects. You’ll have the chance to shape healthcare policy and make a real impact, all while enjoying the flexibility of telework. About the division:
The Health Care Authority (HCA) is statutorily directed to study all state-purchased health care, alternative health care delivery systems and strategies for the procurement of health services and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. The Strategy, Policy, and Innovation (SPI) division serves as the focal point for coordinating the agency’s strategy and health policy efforts. The division is structured to provide expert direction, consultation, and support for these activities.
About the position:
The Management Analyst 4 leads statewide healthcare initiatives for the Medicaid Transformation Project. This role involves developing and implementing health care policies for state-purchased Health-Related Social Needs services and for the Reentry Demonstration Initiative through research, analysis, and innovative solutions. The analyst provides expert guidance and recommendations on policy implementation, aligning with legislative mandates and executive direction, while coordinating with relevant program areas. Responsibilities also include offering consultative services in areas like care coordination, health-related services, innovative financing, and Medicaid waivers.
This position is eligible to telework and is typically not required to report on-site (Olympia, WA). The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:

  • Plan, lead, and coordinate the activities of professional staff involved in developing statewide comprehensive program reviews, plans, policies, and procedures.
  • Research and develop new strategies; manage the development and implementation of healthcare improvement initiatives and related policy directives.
  • Research healthcare trends, reforms, and innovative models; connect with counterparts in other states to find evidence-based policies and lessons learned for the development of Washington health policy.
  • Anticipate, frame, and pose questions for critical policy analysis and evaluate results to determine validity.
  • Identify problems, analyze and evaluate operating deficiencies or difficulties, and provide management with alternatives and recommended courses of action.
  • Coordinate with other leads and subject matter experts (SMEs) to ensure communications and overall strategies are aligned.
  • Lead project teams consisting of operational, management, and professional staff on purchasing-related or healthcare reform strategies (e.g., care coordination and 1115 waiver development).
  • Manage complex, highly visible (e.g., legislatively directed) projects and programs to scope, schedule, and resources, to include key internal and external stakeholders, and appropriate communications.
  • Communicate and coordinate with key stakeholders, including advocacy groups, consumer groups, health plans, legislators or legislative staff, other states, and federal partners.
  • Provide executive presentations and develop legislative reports.
  • Present research findings and recommendations to elected officials and outside organizations.

Qualifications

Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
Bachelor’s degree in business administration, public administration, law, public health, health administration, or closely related field and four (4) years of the required experience below
Option 2:
Eight (8) years of the required experience below
The required experience includes the following experience:

  • Conducting research
  • Analyzing healthcare related policies, laws, rules, or regulations
  • Conducting internal and external communications
  • Synthesizing information (data), creating and presenting results
Preferred qualifications:
Experience with:
  • Intra and interagency coordination.
  • Public or private healthcare delivery systems.
  • Stakeholder identification/management and community engagement.
  • State and federal laws and regulations related to healthcare policy and purchasing, including Medicare and Medicaid.
  • Management of budgets and external consulting resources.
  • Policy research and analysis.
  • Data analysis and interpretation.
  • State budget and legislative processes.
  • Professional written and oral communication and presentation.
Knowledge of:
  • Medicaid Transformation Project strategies and investments.
  • Medicaid 1115 waivers and related national best practices and innovations.
  • State policies and regulations related to healthcare programs and health improvement initiatives.
  • Principles and practices of program planning and evaluation.
  • Health organizations and associations at all levels.
  • Washington State legislature and the legislative process.
  • Health equity and social determinants of health.
  • Community-based care coordination, paying for health strategies, and community information exchange concepts.
Ability to:
  • Embrace ambiguity and innovation, responding with initiative, creativity, and agility.
  • Support a team-oriented approach that relies on the success and coordination of multiple teams over the success of one or more individual’s contributions.
  • Think at a systems level, including an understanding of how different programs, agencies, and investments can best work toward a common goal.

  • Analyze and resolve complex problems related to healthcare programs.
  • Create and propose policy and other solutions in the absence of established protocols, models, or processes.
  • Communicate clearly and effectively both orally and in written form.
  • Evaluate systems and provide qualitative and quantitative analysis.
  • Develop, implement, manage, and evaluate programs and contracts.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
