About the division:
The Division of Behavioral Health and Recovery (DBHR) within HCA provides leadership to improve the health status of vulnerable populations, improve economic stability and self-sufficiency; and improve individual and public safety. DBHR promotes strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drug and support recovery. This position directly contributes to meeting the mission of HCA/DBHR by integrating substance use disorder treatment programs and services to promote healthy lifestyles and improve individual and public safety, understanding of and eradication of stigma and prejudice for substance use disorder (SUD), and increasing capacity for community-based care. This position is in the Criminal Legal Systems and Blake Projects Unit in the Adult Substance Use and Treatment Section, which is structured in the Treatment and Recovery Services subdivision of DBHR.
About the position:
The primary purpose of this position is to manage and expand Medications for Opioid Use Disorder (MOUD) and Medication for Alcohol Use Disorder (MAUD) services, while providing technical and programmatic assistance to local, city, county, and tribal jails in Washington State. The MOUD in Jails Program Administrator will oversee the development and implementation of contracts for expanding substance use disorder (SUD) services across 19 jails statewide. This role includes assisting jails in developing policies and procedures for MOUD/MAUD services, focusing on program design, implementation, medication induction best practices, and reentry services, ensuring a smooth transition to community-based treatment providers. The position impacts the criminal legal system statewide by integrating SUD treatment programs to promote healthy lifestyles, improve safety, reduce stigma, and enhance access to community-based care.
This position is eligible to telework and is not frequently required to report on-site. This position will require you to travel across Washington state to partnering facilities to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:

  • Oversee the creation, implementation, and coordination of jail-related policies and procedures as they relate to the provision of medications to treat SUD in a correctional setting.
  • Continuously analyze and assess eligibility for program funding and, as applicable, support facilities transitioning to funding MOUD/MAUD operations to Medicaid waiver dollars under the 1115 demonstration waiver.
  • Collaborate with statewide and national stakeholders invested in improving and supporting SUD treatment in the criminal justice setting.
  • Develop and implement statewide policy on complex SUD treatment issues and system improvement for incarcerated individuals.
  • Standardize practice protocols for MOUD and MAUD in jails across Washington State.
  • Provide consultative expertise on the provision of MOUD/MAUD in jails, including standards of care and payment mechanisms, to cross-system workgroups attended by HCA top-level managers, legislators, and state leaders in substance use treatment and criminal justice.
  • Operationalize the expansion of program funding flexibility to include AUD treatment, including partnering with state and national technical assistance and training providers to help support the expansion of programs and interventions to include MAUD.
  • Develop, administer, and monitor contracts for the MOUD/MAUD in jails program, which may include modifying standard of care language to stay in line with best practices, amending contract terms to ensure that funding for this program is not supplanting Medicaid-covered services under the 1115 demonstration waiver, ensuring compliance with required deliverables through on-site visits, correction plan monitoring, monthly invoice processing, and review and approval of all reports.
  • Provide technical assistance, including program operations, reporting, and evaluation. Develop and disseminate information and deliver presentations to various audiences on topics related to the incorporation of MOUD/MAUD treatment in jail situations.

Qualifications

Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
Master’s degree in social services, business administration, public administration, criminal justice, healthcare administration or closely related field and three (3) years of the required experience below
Option 2:
Bachelor's degree in a field identified above, and five (5) years of the required experience below
Option 3:
Nine (9) years of work experience in public health, behavioral health, and/or the criminal legal system with duties and responsibilities in the specialized field of drug and alcohol treatment
Option 4:
One year as a Medical Assistance Program Specialist 2
The required experience includes:

  • Experience in public health, behavioral health, and/or the criminal legal system with duties and responsibilities in the specialized field of drug and alcohol treatment.
  • Interpersonal skills working with a range of criminal legal and community agencies, including but not limited to jails, prisons, juvenile rehabilitation, tribes, medical and psychosocial treatment agencies, opioid treatment programs and other MOUD providers, and syringe service programs.
  • Knowledge of the State of Washington’s behavioral health and criminal justice/legal system.
  • Competency to work collaboratively with multiple stakeholders, including other government agencies, county commissioners, municipal leaders, community-based providers, criminal justice/legal system staff, and advocates.
  • Competency to work collaboratively with state and local government officials and/or legislature or legislative staff.
  • Familiarization with the evidence for MOUD and/or willingness to consult with people with lived expertise as well as research and clinical experts.
Preferred qualifications:
  • Experience working with underserved and underrepresented populations.
  • Knowledge of federal and state behavioral health statutes, rules, and regulations for MOUD.
  • Familiarity with Medicaid, including regulations, billing, and waivers.
  • Excellent verbal and written communication skills.
  • Ability to work independently.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
