Washoe Housing Authority (WHA) provides Tribal Housing for the Washoe Tribe of Nevada and California. We focus on maintaining low-rent housing for tribal members and providing services to our tribal communities.
The Project Manager will ensure that assigned programs and maintenance programs adhere to established schedules, specifications, building codes, and budgets. The Project Manager reports to the Executive Director and will supervise and manage the maintenance staff.
Essential Duties & Responsibilities:
  • Plans, coordinates, and oversees the day-to-day operation of the Maintenance Department to confirm that assigned projects and housing-related work are completed according to specifications, building codes, budgets, and timelines.
  • Evaluate homes and facilities to determine maintenance or repairs that need to be performed.
  • Through the use of digital systems, the Project Manager will develop home maintenance procedures and track schedules.
  • Inspects maintenance repairs and construction to ensure all work is completed promptly to all International Building Codes (IBC), electrical codes, and plumbing codes.
  • Takes proactive steps to minimize delays in delivery.
  • The Project Manager will use Microsoft Projects or similar programs to forecast potential schedule delays and develop alternate plans.
  • Regularly communicates with management regarding the program’s status and any problems or potential problems. Prepare a monthly report for monthly Board meetings. May be required to prepare and present predevelopment plans, project design, periodic updates, scheduling, and projected completion dates to the general membership at public meetings.
  • Participates in the hiring and training of the maintenance department staff.
  • Organizes and oversees the schedules and work completion of maintenance staff.
  • Process maintenance staff weekly timecards and work allocation forms.
  • Conducts performance evaluations that are timely and constructive.
  • Makes recommendations for promotion, discipline, and termination of maintenance staff as needed in accordance with Washoe Housing Authority policy.
  • Tracks and coordinates vehicle and equipment maintenance and repairs through Verizon Fleet.
  • Assist the Executive Director in completing any necessary environmental assessments the granting authority requires; this includes, but is not limited to, full environmental assessments and categorical exclusions.
  • Updates departmental operating policy and procedures to ensure that the housing authority activities are within Tribal, Federal, State laws, regulations, policies, and procedures.
  • Assists in the preparation and monitoring of projects and annual operating budgets. Tracking of budgets by Excel or Microsoft Projects to ensure that projects stay within the allotted funding allowance.
  • Prepares formal bid documents for development, modernization, maintenance, and insurance claim projects. Including solicitation, communication with respondents, closing, and award announcements.
  • Develop and format projects into Microsoft Projects content for distribution.
  • Grant cost/budget analysis for future project implementations and scheduling.
  • Serves as spokesperson for the housing authority when reporting on the progress of any projects under management.
  • Prepare all construction bid packets with a scope of work, drawings, and timelines.
  • Ensure that all change orders are properly completed prior to the approval of the Executive Director.
  • Review all requests for payments made by contractors and track payments to contractors.
  • Inspect all work prior to payment and submission to the Executive Director.
  • Adhere to a strict manner of confidentiality.
  • Other duties as assigned.
Knowledge, Skills & Abilities:
  • Extensive knowledge of building systems such as plumbing, electrical, and HVAC.
  • Excellent analytical and problem-solving skills.
  • Ability to identify issues and determine repairs that are needed.
  • Ability to plan maintenance schedules for building systems.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and customer service skills.
  • Must be highly efficient in organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Must have strong supervisory and leadership skills.
  • Ability to function well in a high-paced and, at times, stressful environment.
  • Proficient with Microsoft Office 365.
  • Ability to exercise initiative and sound judgment in carrying out the position's responsibilities professionally and businesslike.
  • Working knowledge of IBC, Tribal, Federal, State, and local laws.
  • Demonstrated experience and knowledge of all phases of housing development and modernization.
  • Ability to successfully manage multiple contracts and projects.
  • Ability to complete written reports as required.
  • Possess excellent interpersonal skills with the ability to work as a leader in a team environment and a willingness to assist the team in completing various projects.
Minimum Qualifications:
  • Bachelor’s degree or diploma from a construction trade school or vocational institution or Project Manager Professional, “PMP” Certification with a minimum of 10 years of experience in the construction field.
  • Construction experience must include a minimum of 5 years’ experience in project planning, preparation of cost estimates, budgets, ordering materials, scheduling, project management, and supervision of skilled workers and subcontractors. Minimum of three years of computer programs; Project Management Software, Microsoft Office, (Word, Excel, &Power Point).
  • OSHA-30 Construction Certification and OSHA-24 Hazwoper Training Certification.
  • Must possess a valid driver's license or be capable of obtaining one within thirty days (30) of employment.
  • Must be capable of passing a pre-employment drug screening and a criminal background investigation.
  • Individuals must be able to work with people from diverse cultures, ethics, and socio-economic backgrounds.
  • Ability to be sensitive to Tribal cultural needs of the communities in which work is performed.
Physical Demands:
  • Must be able to traverse property and facility to diagnose building issues and plan repairs or maintenance.
  • Physical demands include but are not limited to standing, walking, bending, pushing, pulling, climbing, lifting, crawling, and crouching.
  • Occasionally lifting, carrying, pushing, and pulling objects and materials up to 50 pounds.
  • Frequent use of fingers for use of computer keyboard and other office equipment.
  • Frequent simple grasping of objects and fine manipulation to write.
  • Prolonged periods sitting at a desk and working on a computer.
  • Frequent verbal communications in person and on the telephone.
Working Environment:
  • Work is performed indoors in an office setting and outdoors where exposure to natural weather conditions. Working hours are Monday through Friday, typically 8:00 am to 5:00 pm. Subject to change due to work demands. Occasional evening and/or weekend work may be required.
